This includes, but not limited to, the following: Design Review Development of the Commissioning Plan Development of the Commissioning Specifications Shop Drawing Review Development of the Pre-functional and Functional Testing checklist Periodic Site reviews Develop and maintain a Master Issues Log and Testing Record Witnessing of testing Organizing and Chair Commissioning Meetings Perform and document functional testing and performance verification Provide all commissioning documentation Act as the CAN/ULC S1001 Integrated System Coordinator Attend and Record all Training sessions Seasonal testing The process of Commissioning involves the cooperation of the University of Ottawa, the Owner's. PM, the GC, the Prime and the Design Team, and other independently appointed consultants. The University of Ottawa has adopted a holistic commissioning process not only as its quality assurance program to plan, design, construct and operate this facility. The Commissioning Process provides tools to enable everyone involved in the projects to verify that the final facility meets the Owner's Project Requirements. The CSP will work independently with the University of Ottawa. The CSP with assistance of the University of Ottawa, Owner PM, GC, Prime and Design Team will review and update the Owner's Project of Requirements as the project progresses. The CSP is free to suggest any improvements for consideration by the University of Ottawa. For the purpose of this proposal Commissioning Process is encompassed of four stages as follows: Commissioning Process Pre-Design Phase Commissioning Process - Design Phase Commissioning Process Construction Phase Commissioning Process - Handover and Warranty Period The objective of commissioning is to provide documented confirmation that a facility fulfills the functional and performance requirements of the University of Ottawa's occupants and operators. To achieve this goal, it is necessary to verify and document the University of Ottawa's Owner's Statement of Requirements for system function, performance, and maintainability; as well as, to verify and document compliance with these criteria throughout pre-design, design, construction, start-up, and the initial period of operation through the commissioning process. In addition, complete Commissioning Operation and Maintenance (O&M) manuals, as well as training on system operation, should be provided to the building operators to ensure the building continues to operate as intended. The CSP will plan, manage, perform, and report on the commissioning activities, utilizing the reporting formats and standardized forms provided by the CSP. The CSP will submit deliverables to University of Ottawa according to a project schedule set by CSP and agreed upon by the University of Ottawa, PM, and GC. It is extremely important that all commissioning tasks be conducted in a transparent and timely manner and involve the PM, GC, and other University of Ottawa stakeholders to the greatest degree possible. The CSP will be involved throughout the project from the design stage through to the end of warranty period. The primary role of the CSP during the overall these phases is to develop Owner's Project Requirement (OPR), detailed commissioning specifications, an initial commissioning plan, and review design documents to validate it meets the University of Ottawa's Owner's Statement of Requirements (OSR). During construction, the CSP chairs the commissioning meetings, develops and coordinates the execution of a testing plan, which includes observing and documenting system performance to ensure that systems are functioning in accordance with the Cx Teams design and Owner's Statement of Requirements and the contract documents. During the warranty period, the CSP will coordinate seasonal testing, develop a preventative maintenance plan, and review building operations with facilities staff to identify and troubleshoot any known. issues.
