Request for Qualifications (RFQ) – Design, Installation, and Operation of a Ground-Mount Solar Photovoltaic System Progressive Business Solutions (PBS), on behalf of the City of Moline, IL, is issuing this RFQ to solicit proposals from qualified providers/developers (Proposers) for the design, procurement, installation, commissioning, and maintenance of a ground-mount solar photovoltaic system on four (4) City-owned parcels in the City of Moline, in Rock Island County, IL. Proposers must demonstrate a definite interest in being selected to negotiate terms for the financing, construction, operation, and sale of energy from a solar photovoltaic system. This project requires significant professional expertise in engineering, project management, energy markets, and financial modeling, along with adequate capital investment and marketing strategies for long-term success. The selected Proposer will enter into a lease or license agreement for the designated land, with financial terms to be negotiated with the City of Moline, IL. Proposers are responsible for conducting independent due diligence to assess project feasibility and must submit a comprehensive proposal that includes: • Technical approach to installing a commercially viable solar photovoltaic system • Financial and operational planning • Compliance with regulatory, zoning, and permitting requirements • Utility interconnection strategies • Construction and ongoing operations & maintenance (O&M) plans • System decommissioning and site restoration plans • Management of unforeseen project delays and market risks • Timeline Question Cut Off Date: 7/24/2025 12:00:00 PM (CT)
