Site work and paving for a bridge / tunnel in Moline, Illinois. Conceptual plans call for site work for a bridge / tunnel; and for paving for a bridge / tunnel.
The City is seeking Statements of Qualifications from Engineering Consultants for construction engineering services for the demolition and replacement of the concrete bridge deck on the 16th Street Viaduct. Bids for construction of this project are due on June 10th, 2025. Construction on this project must begin by September 2nd, 2025, and be completed by August 31st, 2027. Statements of Qualifications are due at Noon on Friday, May 23rd, 2025. Statements shall be submitted solely through this IONWAVE website. No emailed or hard copies will be accepted. Construction plans for the project will be available by Monday, May 12th, 2025, and will be uploaded to this page via addendum, for consultant review. SCOPE OF SERVICES 1. Pre-Construction Services _ Review of Contract Documents: Analyze the design, plans, specifications, and project requirements. _ Construction Schedule Development: Create a detailed construction schedule, including milestones and key deliverables. _ Pre-Construction Meetings: Coordinate and participate in meetings with the City, contractors, design Engineer and other stakeholders to clarify project expectations, roles and safety protocols. _ Permitting and Approvals-- Ensure that all necessary permits, environmental clearances, and approvals are obtained before construction begins. _ Site Investigation: Perform a site survey to identify potential issues or conflicts (e.g., utilities, environmental conditions) before construction starts. 2. Construction Oversight and Management _ Site Supervision: Provide on-site supervision to monitor construction progress, ensure quality control, and verify compliance with the plans and specifications, including compliance with project traffic control plan and approved detours. _ Inspection Services: Conduct inspections of all aspects of the construction process, including, deck removal & replacement, superstructure placement and rehabilitation, superstructure painting, material quality, and workmanship. _ Quality Assurance and Control: Ensure that all materials used in construction meet IDOT specifications. Perform material testing and sampling, including concrete and steel testing, to verify quality. _ Field Modifications: Review and approve field changes or adjustments to plans and specifications as necessary due to unforeseen conditions. _ Progress Monitoring: Monitor project progress against the construction schedule and address any delays or issues that arise. _ Safety Management: Ensure compliance with safety regulations and OSHA standards throughout construction. _ Stakeholder Communication: Maintain regular communication with City representatives, the contractor, and other stakeholders to report on project progress, safety, and issues. 3. Contract Administration _ Daily Reports: Maintain detailed daily logs and reports documenting construction activities, labor, weather conditions, equipment, materials used, and any issues encountered. _ Payment Processing: Review and verify contractor invoices and payment requests based on work completed, and submit for approval. _ Change Order Management: Process and document any changes to the contract, including pricing adjustments, schedule revisions, and scope modifications. _ Submittal Review: Review and approve submittals from the contractor (e.g., shop drawings, material specifications, etc.) _ Coordination of Subcontractors and Suppliers: Ensure that subcontractors and material suppliers comply with the project specifications, and facilitate communication between all parties. 4. Environmental Compliance _ Environmental Protection: Ensure compliance with environmental protection guidelines, including stormwater management, erosion control, and mitigation measures as required by local, federal and state regulations. _ Site Restoration: Monitor the restoration of the construction site to ensure that all disturbed areas are properly cleaned up and restored per the project specifications. 5. Post-Construction Services _ Punch List and Final Inspection: Perform a final inspection to identify any outstanding issues or deficiencies that need to be addressed before project completion. _ As-Built Drawings: Review and ensure the accuracy of as-built drawings that reflect the actual constructed conditions. _ Project Closeout: Ensure all project documentation is complete, including final reports, payment certifications, and compliance documents. Provide a final project summary report to the City of Moline. _ Warranty Period Oversight: After project completion, provide oversight during the warranty period to address any maintenance or warranty-related issues. 6. Documentation and Reporting _ Records Management: Maintain accurate and organized records of all project documentation, including design changes, contractor communications, testing results, and correspondence. _ Submittal of Reports: Regularly submit progress reports, budget reports, and other documentation required by the City of Moline throughout the life of the project. 7. Coordination with Utilities and Other Agencies _ Utility Coordination: Ensure coordination with MidAmerican and other utility companies for any necessary relocations or adjustments during the project. _ Coordination with Other Agencies: Liaise with other agencies including the BNSF and IAIS railroads, Renew Moline, RI Arsenal and emergency responders. _ Public Communication and Traffic Control: Coordinate with Moline, police, and emergency responders regarding construction impacts, traffic detours, and road closures. 8. Claims and Dispute Resolution (if applicable) _ Claims Management: Address and document any claims or disputes raised by the contractor, subcontractors, or other stakeholders during the project. _ Dispute Resolution: Facilitate mediation or negotiations between the contractor, subcontractors, and/or other stakeholders if disputes arise related to performance, payment, or other issues.
