Renovation of a municipal facility in Cedar Rapids, Iowa. Completed plans call for the renovation of a municipal facility.

By the direction of the Linn County, Iowa, Board of Supervisors (the "Board"), in accordance with the provisions of Iowa Code Chapter 26, notice is hereby given that sealed bid proposals for the Linn County Courthouse Exterior Restoration Project The proposed public improvement consists of work at the Linn County Courthouse located at 51 3 rd Avenue Bridge SE, Cedar Rapids, Iowa, including: dismantling of the existing plaza balustrades; replacement and reassembly of damaged precast components; cutting, removing, and replacing disintegrating stone portions of the piers on either side of the central stairs; tuckpointing, cleaning, and sealing of plaza components, and tuckpointing and sealing of cornices and belt courses and tuckpointing of any deteriorating masonry joints on the building façade per plans and specifications. Work associated with this project shall commence upon the Notice of Award and must be completed on or before September 17, 2025. Bid Security: Each bid must be accompanied with a bid security in a separate sealed envelope in an amount equal to five percent (5%) of the total amount of the bid. The form of the bid security shall be as prescribed by Iowa Code Section 26.8. The bid security must be made payable to the Owner as security that the successful bidder will enter into a contract for the work bid on at the prices bid and will furnish, after the award of a contract, the required bonds, Certificate of Insurance, and other documents as may be required in the contract documents. The bid security will be held by the owner until a contract is fully executed and bonds are approved by the Board. The estimated cost of construction for this project is three hundred ninety thousand dollars ($390,000.00). Document Availability: Contractors may examine the plans and specifications and proposed contract documents at the Office of the Linn County Board of Supervisors, 935 2nd Street SW, Cedar Rapids, Iowa, and at the office of the project architect, Design Dynamics, Inc, 3745 Center Point Road NE, Cedar Rapids, Iowa. This estimate is for the completed plaza reconstruction, stone replacement in the piers on either side of the main stairs and as much of the building tuckpointing as the budget allows but does not include separate contracts pursued by the Board, Architect, or Engineer. Linn County intends to award the contract to the lowest responsive, responsible bidder. However, the County hereby reserves the right to reject any and all bids or to waive minor informalities in any bid. All addenda issued prior to the bid submission deadline must be covered in the bid and in closing a contract they are to become a part thereof. Each proposal shall be made on the proposal form prepared for this purpose. Any alteration in the official form of proposal will entitle the County, at its option, to reject the proposals involved from consideration. By virtue of statutory authority and provisions, preference will be given to products and provisions grown and produced within the State of Iowa. Do not include sales tax in your bid. Pursuant to Iowa Code Section 423.3(80), contractors and subcontractors are authorized to purchase building materials tax free in the performance of a written construction project with a designated exempt entity. Linn County will issue an Iowa Construction Sales Tax Exemption Certificate and Authorization letter to the contractor and/or subcontractors. Bids shall be made as lump sum bids for the entire work. Prices quoted shall be guaranteed for a period of sixty (60) days after the date of the bid. An original of the bid proposal shall be enclosed in an envelope marked "Proposal" along with the name of the Project and the name of the bidder The Bid security shall be in a separate envelope marked :Bid Security" which shall also include: APPENDIX AA NON-COLLUSION AFFIDAVIT APPENDIX CC CERTIFICATION OF NONSEGREGATED FACILITIES HOLD HARMLESS AGREEMENT Bidders shall also provide, as part of the bid form, a good faith effort to list all potential subcontractors who will or may work on this project. Linn County may consider a bidder who fails to include a list of subcontractors with its bid to be a non-responsive bidder. No bid may be withdrawn for a period of 60 days after the date of the scheduled closing time for the receipt of bids. Performance Bond: The successful bidder will be required to provide a performance bond in the amount of one hundred percent (100%) of the contract price. Bidders shall be prepared to submit a performance bond and payment bond, and a two-year maintenance bond conditioned on the faithful performance of the contract. Out-of-state bidders shall be prepared to submit an out-of state contractor bond to the Iowa Division of Labor in accordance with Chapter 91C of the Code of Iowa.
