Reference Number 0000293618 Question Acceptance Deadline 2025/05/26 12:00:00 AM EDT Bid Intent Deadline 2025/05/28 12:00:00 AM EDT The Wayfinding Strategy for the Municipality of North Grenville will serve as a comprehensive guide for the development and implementation of a coordinated signage and navigation system across the community. The strategy will enhance the visibility and accessibility of key public destinations, support tourism and community identity, and promote active transportation. It will also ensure consistency, accessibility, and sustainability in signage throughout both urban and rural areas. The purpose of the Wayfinding Strategy is to establish a long-term framework that reflects the Municipality's growth, values, and evolving branding, while improving the way people navigate and experience North Grenville. This will be achieved through the following three project phases: Phase 1: Assessment and Planning Conduct a complete inventory and condition assessment of existing signage, including gateway, directional, pedestrian, tourism, and waterway signage. Identify key destinations and priority areas for wayfinding improvements (e.g., downtown, hamlets, parks, trails, municipal buildings, waterfront access points, major corridors). Evaluate the accessibility, visibility, and consistency of current signage and identify gaps or redundancies. Identify existing and potential infrastructure for active transportation (e.g., bike routes, multi-use paths, racks, repair stations) and water access (e.g., boat launches, docks). Engage stakeholders-including municipal staff, Council, community members, the Old Town Kemptville BIA, and the North Grenville Chamber of Commerce-to understand user needs and challenges related to navigation. Phase 2: Design and Strategy Development Establish guiding principles for wayfinding design, layout, and user experience, ensuring consistency and accessibility. Create a signage hierarchy and design framework, including: Gateway signs at municipal entry points Vehicular directional signage to guide drivers to key destinations Pedestrian and trail markers, sidewalk signage, and kiosks Waterway signage at docks, boat launches, and access points Tourism signage highlighting attractions, parks, and points of interest Develop recommendations for materials, signage placement, visibility, and sustainability. Ensure compliance with applicable municipal and provincial signage regulations. Explore opportunities for digital integration, such as QR codes or interactive kiosks, to enhance navigation and access to tourism information. Phase 3: Implementation Plan Develop a prioritized, phased implementation plan identifying short-, medium-, and long-term actions. Provide detailed cost estimates by signage type and phase. Identify roles and responsibilities for implementation and maintenance. Recommend potential funding sources, such as grants and partnership opportunities. The Municipality of North Grenville is seeking a qualified consultant to develop a comprehensive Wayfinding Strategy that enhances navigation, strengthens community identity, and improves the overall experience for residents and visitors. The strategy will guide the development of a cohesive signage system that is inclusive, accessible, and reflective of North Grenville’s rural-urban character. Commercial General Liability The Proponent shall, at their expense obtain and keep in force during the term of the Agreement, Commercial General Liability Insurance satisfactory to the Municipality of North Grenville and underwritten by an insurer licensed to conduct business in the Province of Ontario. The policy shall provide coverage for Bodily Injury, Property Damage and Personal Injury and shall include but not be limited to: a) A limit of liability of not less than $2,000,000/occurrence with an aggregate of not less than $2,000,000 b) Add the Municipality of North Grenville as an additional insured with respect to the operations of the Named Insured c) The policy shall contain a provision for cross liability and severability of interest in respect of the Named Insured d) Non-owned automobile coverage with a limit not less than $2,000,000 and shall include contractual non-owned coverage (SEF 96) e) Products and completed operations coverage f) Broad Form Property Damage g) Contractual Liability h) Owners and Contractors Protective i) The policy shall provide 30 days prior notice of cancellation Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
