Only contractors with an establishment in Quebec or, where an intergovernmental agreement is applicable, in a province covered by that agreement and holding, where applicable, an appropriate construction contractor's licence issued by the Régie des entreprises de construction du Québec are authorized to bid. It is agreed that any information given or communicated by an employee of the "Town of L'Épiphanie" cannot be used to interpret the tender documents or the plans and specifications, nor can it be used as a substitute for them. Requirements Each bid must be accompanied by a bid bond issued in favour of the "Town of L'Épiphanie" in an amount equivalent to ten percent (10%) of the total bid. Only a bid bond issued by an insurer holding an insurer's licence issued by the Autorité des marchés financiers and authorizing it to practice the activity of guarantee within the meaning of the Act respecting insurance and conforming to standard form BNQ 1809-900/H will be accepted under the terms of the call for tenders documents. This bond must be valid for a period of ninety (90) days from the date of the tender opening. In addition, this bond must be accompanied by an endorsement from the insurer, issued in favour of the "Ville de l'Épiphanie" and guaranteeing the provision of a performance bond and a bond for the Contractor's obligations for labour, materials and subcontracts, each for a value of one hundred percent (100%) of the contract.
