Site work for a water / sewer project in Braintree, Massachusetts. Completed plans call for site work for a water / sewer project.
Bid Security in the form of a Bid Bond, payable to the Owner, is required in the amount of five percent (5%) of the Bid, in accordance with Section 00 21 13, INSTRUCTIONS TO BIDDERS. The estimated cost of this project is $1,035,000.00. The contract duration is 160 calendar days. Including the lump sum cash allowance of $100,685.00 for Police Detail/Roadway Flagger services and the lump sum cash allowance of $17,000.00 for rodent and pest control. The Work includes the installation of approximately 1,650 linear feet of 12" ductile iron water main, with approximately 114 linear feet of 8" ductile iron lateral mains, 660 linear feet of 1" & 2" copper service connections and replacement of 4 fire hydrants on Washington Street as indicated on the Contract Drawings. Temporary Bypass Systems will be required during construction. The Owner's website may be updated, if necessary, with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the Owner's website. Owner will not be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the Owner's website. The selected contractor shall furnish a Performance Bond and a Payment Bond, each in the full amount (100%) of the contract price as stipulated in Section 00 72 13, GENERAL CONDITIONS of these specifications. Disadvantaged Business Enterprise (DBE) goals and Equal Employment Opportunity policies of the Massachusetts Water Resources Authority (MWRA) and the Town of Braintree are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of five percent (5%) D/MBE participation or D/WBE participation or any combination of the two. All DBEs shall be certified by the Commonwealth of Massachusetts under the provisions certified by the Supplier Diversity Office (SDO). Note that these DBE amounts are goals, not strict requirements. All bids for this contract are subject to applicable bidding laws of Massachusetts General Law Chapters 30, 82 & 149. Prevailing Wage Rates as determined by the Director of the Executive Office of Labor and Workforce Development under the provisions of the Massachusetts General Laws Chapter 149, Section 26 to 27H, as amended, apply to this project and are contained in Section 00 73 73, STATUTORY REQUIREMENTS of these specifications. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded after the opening of bids. The Owner reserves the right to waive any informalities in bids and to reject any or all bids and to limit the extent of the work to stay within the limits of available funds. Every request for such interpretation should be in writing (typed, not handwritten) addressed to Braintree Water & Sewer Department, 85 Quincy Avenue, Braintree, Massachusetts 02184, Attention: Water & Sewer Superintendent, or sent via email to rmatheson@braintreema.gov and to be given consideration must be received at least ten working days prior to the date fixed for the opening of bids. In compliance with EPA's Final Lead and Copper Rule Improvements and Service Line Inventory & Replacement Requirements (2024), the Town will be making efforts to engage residents that have known lead or galvanized services on the private side of the curb stop, to elect to have their service renewed from curb stop to residence under the work of this contract. This service line renewal effort may add up to 620 linear feet of 1" & 2" copper service line. 1. If the Contractor does not have a Massachusetts Licensed Plumber on staff, a plumbing sub-contractor will be required for work inside residences. B. The Work includes replacement of water mains and service connections in the areas indicated on the Contract Drawings. 1. The work on MassDOT roadways will include sawcutting, excavation, grading and placement of a 7-1/2" bituminous trench patch pavement installed in three lifts including neat transitions to abutting street surfaces, driveways and other features. Water main replacement and branch connection work within the State Highway Layouts will be subject to the backfilling and paving requirements of the MassDOT Permit granted and/or the District Highway Director. 2. The work outside of MassDOT roadways will include zippering, excavation, grading and placement of a 5-inch bituminous trench patch pavement installed in two lifts including neat transitions to abutting street surfaces, driveways and other features. A 1-3/4" permanent bituminous trench patch including grinding 12" beyond initial trench patch and laying in a surface course after is required after a settlement period, though before traditional batching plant closure on November 15th. 3. The existing underground utilities shown on the Contract Drawings are shown only as an indication that they are present and it shall be the Contractor's responsibility to contact Dig-Safe for the actual locations of the utilities. There may be additional underground utilities than shown on the Contract Drawings and the Contractor shall be responsible for finding the locations of these through Dig-Safe. The Owner shall locate sewer & drain piping and structures, and water mains and services. 4. Contractor shall make his/her own investigation to assure that no damage to existing structures, drainage lines, and other utilities will occur as a result of his/her operations. MassDOT drainage facilities are NOT MARKED THROUGH DIG-SAFE and must be notified separately (MassDOT District 6) The Contractor is responsible to refresh the utility markings throughout the course of the project, BEFORE they are obscured. 5. Within Washington Street there are gas service and transmission lines operated by National Grid which cannot be interrupted and work nearby must be conducted with appropriate gas company representatives present. Within Church Street and portions of Washington Street there are Primary UG services operated by BELD. It is anticipated that water services crossing to adjacent buildings may have to be "pulled" or installed utilizing handwork excavation and compaction methods. 6. Where applicable, Controlled density fill may be employed if allowed by the gas utility owner but is generally not allowed by them.
