As of June 6, 2025, bid has been cancelled. The Housing Authority City of Pittsburgh ("HACP"), hereby requests a quote from qualified offerors to provide professional environmental services ("Services") to complete a Phase I Environmental Site Assessment ("Phase I"). The Services will be provided for the properties located at 744-746 Litchfield Street and 750-752 Litchfield Street, Pittsburgh, PA 15204, in the 20th Ward of Allegheny County ("Project"). Please see Attachment A, Location Map and Photos. HACP intends to submit an application to the U. S. Department of Housing and Urban Development (HUD) for the demolition of the Project. The Project consists of approximately 5,200 square feet and contains four (4) residential rental units. The Phase I must be conducted using American Society for Testing and Materials (ASTM) standard practices and must comply with HUD 24 CFR Part 58 process, and Section 18 of the housing act of 1937. These Services will serve to identify any/all hazardous materials in order to determine if abatement efforts are applicable and will be performed by third party firm.
