**As of July 16th, 2025, the project was awarded to Emmons & Olivier Resources, Inc, but the awarded amount is not available.** The Work of this Project consists of two bid packages. Theprimary work package, in general, includes the creation of new meeting and study rooms,new finishes, creation and replacement of interior doors and store fronts, new lighting andlighting upgrades, new electrical and electrical upgrades,minor plumbing, partial roofmembrane replacement andpatching of existing, and a newrooftop unit. Add-Alternates inthis package include the renovation of two existing restrooms,addition of an ERV, additionof enhanced lighting controls,RTU replacement, and additionof light fixtures. The second bidpackage for furniture, fixtures,and equipment (FF&E) consists,in general, of new furniture, newlibrary book detection gates, andlow-voltage system upgradesand cabling. The services of amoving/physical relocation vendor for the book collections andfurniture to be relocated and/orreconfigured are also included inthe FF&E package. The Owner may require Biddersto file a completed BIDDERSPROOF OF RESPONSIBILITYstatement with the Owner toshow sufficient financial ability,equipment and experience toproperly perform the Contract. Each bidder must submit a bidsecurity, payable to the City, inthe amount of five percent (5%)of the maximum amount of theBid, as set forth in Wis. No Bid may be withdrawn until 60 days after the time statedfor receipt of Bids. The Ownerreserves the right to reject anyand all bids, waive any informalities in bidding or to accept thebid or bids which best serves theinterests of the owner. The contract shall be subject tothe Contract Work Hours andSafety Standards Act (CWHSSA), 40 U.S.C. 3702 and 3704,and DOL (29 CFR Part 5); FairLabor Standards Act (FLSA);and fair labor practices and wagestandards for the program underwhich the contract is funded; andsubject to the federal and stateequal opportunity provisions, asspecified in the bid packet. Smallbusinesses, minority-owned andwomen-owned business enterprises (MBEs, WBEs), disabledveteran-owned businesses(DVBs), and firms in labor surplus markets are encouraged toparticipate in the bidding. Contracts awarded under thisadvertisement for bids may befunded in whole or in part by theU.S. Department of Treasury'sCapital Project Fund througha grant awarded to the ownernamed above from the State ofWisconsin Department of Administration Flexible FacilitiesProgram (FFP); and will be subject to all program requirementsspecified in the bid packet.
