The City of Riverside ("City"), Riverside Public Utilities Department (RPU). is seeking a qualified entity or individual ("Consultant") with strengths in the technical, administrative, and project management aspects of energy analytical methods and expertise in energy planning to support developing baseline energy use models, including emissions data, and develop scenarios based on different levels of technology adoption. This information will help guide RPU in determining future needs assessment for the electric utility and the community to transition to increasing energy efficiency and electrification requirements. The data-gathering, analysis, and modeling will be used to assess the City's energy systems and trends, providing information for decision-makers and the public that produce policies that balance the need for adequate resources with economic, public health, safety, and environmental goals. RPU is seeking proposals to support development and publishing of a comprehensive energy plan. Public feedback is an important opportunity to assess the community's needs and will be a key part of developing the energy plan. Public outreach and education of the energy plan will be part of this RFP. The City anticipates selecting one firm to perform the services under this RFP. All questions received by the due date will be logged and reviewed and if required, a response will be provided via an addendum to the RFP that will be posted on the City's website. Any communications, whether written or verbal, with any City Councilmember, the Honorable Mayor, or City staff other than the individual indicated herein, prior to award of a contract by City Council, is strictly prohibited. Any Proposer who violates this provision shall be immediately disqualified from consideration as a vendor under the terms of this RFP.
