Scope of Work The City of Phoenix is seeking qualified contractors to do business on an on-call basis to provide Job Order Contracting Services for projects funded by U.S. Housing and Urban Development Department Community Development Block Grant Program. Up to five contractors may be selected for this Job Order Contract based on the City's workload. This project will utilize federal funds and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3). This is a Federal-aid project. The prevailing basic hourly wage rates and fringe benefit payments, as determined by the Secretary of Labor pursuant to the provisions of the Davis-Bacon Act, shall be the minimum wages paid to the described classes of laborers and mechanics employed or working on the site to perform the contract. The selected contractors (prime and trade contractors) are required to register in the System for Award Management (SAM) at https://sam.gov prior to receiving a city contract. Selected contractors must maintain SAM registration for the duration of the contract. All firms must not be debarred or ineligible to receive federal funds.
