A timeline for the award has not yet been established.** The Colchester Board of Education ("Board") is soliciting sealed bids from licensed, qualified contractors for construction and related services for HVAC and Indoor Air Quality Upgrades at Bacon Academy School located at 611 Norwich Avenue, Colchester, Connecticut 06415 (the "Project"). Bidders are required to be pre-qualified by the Connecticut DAS as an HVAC contractor. The Work for the Project generally consists of selective demolition, and upgrades and improvements to HVAC systems and equipment and related work, including all labor, materials, equipment, and incidentals necessary to complete the construction of the Project in accordance with the specifications contained in and the requirements of the Bidding Documents. This contract is partially funded by a grant from the State of Connecticut under the DAS HVAC Indoor Air Quality Grant Program for Public Schools. This Project is subject to the prevailing wage requirements of Connecticut General Statutes (CGS) Section 31-53, et seq. The contractor who is selected to perform this project must comply with CGS Sections 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. This contract will be subject to state contract compliance requirements, including non-discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services under the provisions of CGS Section 4a 60g (25% of the total state-funded value with DAS-certified Small Businesses and 6.25% of the total state-funded value with DAS-certified Minority-, Women-, and/or Disabled-owned Businesses). The contractor must demonstrate good faith effort to meet the 25% set-aside goals. In accordance with CGS Sections 4a-100 and 4b-91, a responsible bid must contain two (2) documents: The Contractor Prequalification Certificate and the Update (Bid) Statement. The classification HVAC is required as a minimum. All bidders must complete, sign and provide the "Commission on Human Rights and Opportunities (CHRO) Contract Compliance Regulations Notification to Bidders" form to the Board at the time of bid submission. Bids not including this form will be considered incomplete and rejected. No Bidder may withdraw its bid for a period of sixty (60) days after the bids are opened. The Board reserves the right to amend or withdraw this Invitation to Bid for any reason, to accept or reject any or all Bids, to waive any informalities or non-material deficiencies or irregularities in any Bid, and to make such award (or make no award) of a contract in connection with this Invitation to Bid all as determined by the Board, in its discretion, to be in the best interest of the Colchester Public School District. A Bid may be rejected for irregularities of any kind, including without limitation, alteration of form, additions not called for, conditional proposals, and incomplete Bids. The foregoing provisions are for illustrative purposes and shall in no way limit the right of the Board to reject any or all Bids, in whole or in part.
