No right shall accrue to any person submitting a bid until such bids have been accepted and contract awarded in writing by the duly authorized representative of the Colchester Board of Selectmen. The Colchester Board of Selectmen reserves the right to reject any and all bids and to make such awards, including acceptance of other than the lowest bid, and to waive any informalities, omissions, excess verbiage, or technical defects in the Bidding, if, in the opinion of the Board of Selectmen, it would be in the best interest of the Town of Colchester to do so. The Town of Colchester (the Owner) is soliciting proposals from design Firms for engineering services for the rehabilitation of its sports fields, courts, and appurtenances at Bacon Academy High School and the athletic courts and appurtenances at the Colchester RecPlex. They are: o The Bacon Academy Stadium Field o The Bacon Academy Multipurpose Baseball Field o The Bacon Academy Softball Field o The Bacon Academy Tennis Courts o The RecPlex Tennis and Basketball Courts o The RecPlex Pickleball Courts The Gantt chart provided by the Firm with its bid shall be accurate. The Owner shall add an additional 30 calendar days of float to the duration provided by the Firm to provide RFC deliverables. The firm shall include in the Gantt Chart a 120-calendar day duration for the Town referendum approval process. If awarded the contract, and if the Owner is still waiting for the bid package upon the completion of 30 calendar days beyond the duration provided by the Firm, the Owner shall charge the Firm liquidated damages of $1000 per day until the RFC bid package is provided to the Owner for posting. Should the referendum process take longer than 120 calendar days, the Owner shall add the number of days that exceeded the 120-calendar day allotment to its 30-calendar day grace period before it begins to charge the Firm liquidated damages. Description: The Bacon Academy High School Stadium Field is the home for Football, Soccer, Lacrosse, Track and Field, and Gym class. It is currently a natural grass field encircled by a track surface that was updated in 2012. The field provides designated spaces for track and field events. It features aluminum bleachers with an elevated press box. To the northeast of the field there is a storage building/shed in which nets and other maintenance supplies are stored. A scoreboard is located on the north side of the field. There is a bathhouse and concession stand located to the southwest of the field, it is built adjacent to a sewer pump station that pumps effluent uphill to the main pump station at the high school. There are two existing elevated light poles at the east and west corners of the field that are unable to provide sufficient lighting for athletic competition after sunset. An empty electrical conduit encircles the field for a lighting system that was never built. An unmarked entrance to a cross-country trail is hidden on the north side of the field. The field has no existing irrigation system. It is encircled by two existing underdrains that outlet into the woods, these outlets have not been maintained or cleared. The outlet to the east of the field is buried in sediment and organic debris. The field is located down slope from nearly 20 combined acres of impervious surface and wetlands. The existing drainage is unable to shed water quickly enough for reliable maintenance or reliable play. The method of Contractor Selection has not been Determined at this time.
