**As of December 03, 2025, , the project was awarded to Mattern Construction Inc. but the awarded amount is not available.** - The Project consists of all work necessary to construct a new single story, slab on grade, wood framed structure Community Center on open land as shown on the Contract Documents prepared by Wyeth Architects llc. - The Work The work includes the site improvements including access road improvements and new buried utility lines. Also included is a new well and septic system, site fine grading and seeding new lawns. Golden Hill Paugussett Tribal Nation and the Department of Energy and Environmental Protection are seeking BIDS for a new Community Center Wyeth Architects, as an agent for the Golden Hill Paugussett Tribal Nation and the Department of Energy and Environmental Protection, is seeking BIDS for furnishing all labor, tools, materials and equipment required to construct a new Community Center on the Golden Hill Paugussett Tribal Nation's reservation in Colchester, CT. Public funds are involved in this project. Prevailing wage rates apply. The basis of the contract for construction will be Stipulated Sum (AIA Document A101-2017: Standard Form of Agreement Between Owner and Contractor). Numerous State requirements also apply, including (but not limited to) State of CT Department of Administrative Services Contractor Prequalification. A Bid Bond is required @ 10% of the proposed costs of construction. The Golden Hill Paugussett Tribal Nation is not subject to State sales and use taxes. The rights are reserved to reject any or all bids in whole or in part, to award any item, group of items, or total bid and to waive any informality or technical defects, if it is deemed to be in the best interest of DEEP and the Tribal Nation. Bidders may not withdraw their bids within 120 days following the bid opening. The Reservation is sovereign land: there are to be NO VISITS prior to the Pre-Bid Conference. Bidders are not permitted on the Reservation at any other times. The Bid is being conducted by Wyeth Architects of Chester, CT. All communications related to this bid are to go through Wyeth Architects. This contract is subject to State contract compliance requirements, including, but not limited to, non-discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the statefunded portion of the contract be set aside for award to subcontractors holding current certification as Small Business Enterprises ("SBE") from the Connecticut Department of Administrative Services ("DAS"). A minimum of 6.25% of the state-funded portion must be set aside for subcontractors holding current DAS certification as Minority-, Women-, and/or Disabled-owned businesses ("M/W/DisBE"). The contractor must demonstrate good faith effort to meet the 25% setaside goals. Contractors that find discrepancies, omissions and /or errors in (or between) plans, specifications, quantities and other matters, must immediately notify Caleb Jacobsen @ Wyeth Architects not less than ten days before the scheduled bid opening.
