The Escambia County Waste Services Department located at 13009 Beulah Road, Cantonment, FL 32533 is looking for a qualified contractor to replace the existing flare at the Perdido Landfill. Project includes; furnishing all labor, materials, equipment, tools, transportation, services, incidentals, and performing all work necessary to complete the project, in place and ready for service in accordance with the Plans and Specifications prepared therefore and entitled "2025 Flare System Modifications". All plans and technical specifications will be included in attachments. All work will be performed during normal business hours for Perdido Landfill M-F 7am-5pm and Saturday 7am-330pm. A Master Plumber will need to pull permits for the gas connection on the Flare System . The Escambia County Perdido Landfill currently utilizes a landfill gas collection and control system with a flare and energy recovery system in accordance with EPA, FDEP, and State guidelines to assist in the management of odors at the landfill. The existing flare is currently working but needs to be replaced due to age. Replacement will need to be carefully coordinated with all parties as the Florida Power and Light gas to energy plant will be affected during this project. Question Submission Deadline:June 10, 2025, 3:00pm The project work of this Contract is located near Cantonment, Escambia County, Florida, and as shown on the title sheet of the drawings. The Escambia County Waste Services Department currently operates the landfill. The contractor shall be aware of the nature of the activities at a landfill which may restrict access to the portions of the site due to general landfill operations. 1. The project work to be performed by the Contractor consists of the replacement of the existing flare at the Perdido Landfill. This generally includes furnishing all labor, materials, equipment, tools, transportation, services, incidentals, and performing all work necessary to complete the project, in place and ready for service in accordance with the Plans and Specifications prepared therefore and entitled "2025 Flare System Modifications". The work generally includes but is not limited to the following items: a. Demolition of existing flare station and/or subsequent disposal. b. Installation of below grade high-density polyethylene (HDPE) LFG header, air supply line, and drain line. Header appurtenances also to be installed include, but are not limited to, check valves, flow meters, and blind flanges. c. Procurement and installation of proposed Blower Skid and Flare System. d. Connection of all electrical wiring to new flare skid. Providing conduit seals on all electrical piping to ensure no intrusion of landfill gas. e. Coordination with utilities for electrical connections f. Tie-in to existing GCCS and Gas to Energy Plant piping. g. System start-up and testing. h. Grading and restoring site conditions i. Conformance surveying. j. Providing as-built documentation (record drawings). k. All related work as shown on the contract drawings and as specified in the contract documents.
