Renovation of a mixed-use development in New York, New York. Completed plans call for the renovation of a educational facility.
Roofs, Exterior Masonry. Performance Period: 450 Continuous Calendar Days. Liquidated Damages: One Thousand ($1000) Dollars per Continuous Calendar Day and as set forth in the Construction Contract Page CC-3 and Appendix B. Only those bidders who have been specifically invited by the SCA and are currently an active participant in the Mentor Program, are eligible to submit a bid and be awarded a contract under the referenced solicitation. Additionally, to be eligible for an award of the referenced work, the low responsive bidder must be able to demonstrate to the satisfaction of the SCA during the bid evaluation period, that all elements of the project necessary for successful completion of the project are included in its bid. In addition, pursuant to current SCA Guidelines, if the Contractor's Bid Amount is over Three Million ($3,000,000) Dollars, then the Contractor and its Subcontractors of any tier performing Work will abide by the provisions of the PLA, and will have agreed to become signatory to, and to be bound by, via execution of the PLA Letter of Assent. BID BREAKDOWN: Upon request, the apparent low bidder for this project will be required to submit to the SCA/Construction Manager its bid breakdown using a Project Specific Template, within seventy-two (72) hours of the bid opening or when requested. LUMP SUM BID AMOUNT: ALL BID AMOUNTS MUST BE IN WHOLE DOLLARS ONLY. Bidders shall submit a LUMP SUM BID AMOUNT in the form attached as Appendix A to the Construction Contract to complete the project within the "Performance Period" after normal school hours under the conditions specified in the Contract Documents (as defined in the SCA's General Conditions dated October 11, 2022) inclusive of the Phasing Exhibit. Bid Bond along with its Power Attorney prepared on the form attached to the Construction Contract as Appendix C or a Certified Check of the Bidder for five (5%) percent of the Bid Amount must accompany the Lump Sum Bid Form. A "Wicks" subcontractor is defined as a subcontractor performing construction work in the HVAC, Plumbing & Gas Fitting or Electrical Trades and (except for HVAC) licensed to do business in the CITY OF NEW YORK in that trade. he SCA has determined that the work under this solicitation involves Plumbing and Gas Fitting Work. Proposed "Wicks" trade subcontractor must be prequalified by the SCA. However, said firm must not be "disqualified", "suspended", or "ineligible", at the time of Bid Opening. Therefore, the Bidder must include with its bid, and in accordance with the Information for Bidders Section, the name of its proposed "Wicks" trade subcontractor and estimate for the trade listed in the previous sentence. The Bidder must complete and submit with its bid the "Wicks" Subcontractor Request Form. If the Bidder intends to perform the "Wicks" trade work with its own forces, it must include with its bid, in accordance with the Information for Bidders Section, its name, the trade(s) and an estimate for the trade(s). Bidders intending to perform electrical or plumbing work with their own forces must be properly licensed to perform this work in the CITY OF NEW YORK. If a bidder intends to perform HVAC work with its own forces, it must furnish, upon the SCA's request, evidence satisfactory to the SCA that it possesses the technical capability to perform the HVAC work in accordance with the Contract Documents. Pursuant to the provisions of the Project Labor Agreement (PLA), dated August 25, 2020, Mentor or Graduate Mentor firms may elect or decline to perform their projects under the PLA. However, pursuant to current SCA Guidelines, if the Contractor's Bid Amount is over Three Million ($3,000,000) Dollars, then the Contractor and its Subcontractors of any tier performing Work will abide by the provisions of the PLA, and will have agreed to become signatory to, and to be bound by, via execution of the PLA Letter of Assent. A Mentor or Graduate Mentor Prime Contractor who is a signatory to a collective bargaining agreement with a participating PLA union shall be subject to the PLA. Bidders must complete the PLA Election or Declination attached and submit it with your bid at the time of bid opening. Failure of the Contractor or a Subcontractor to comply with these Apprenticeship Training Requirements during the Contract Performance Period may result in, among other things, an "unsatisfactory" evaluation and/or an assessment of special liquidated damages against the Contractor in the amount of two hundred ($200) dollars for each continuous calendar day following the Contractor's receipt of a written SCA notice that it and/or a subcontractor are out of compliance with an applicable Apprenticeship Training Program Agreement. The SCA may assess liquidated damages until such time that the Contractor and/or its subcontractor(s) are again covered under NYS-approved Apprenticeship Training Program Agreements. Range - $1000001-4000000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. . The SCA, at its sole discretion, reserves the right to allow the apparent low bidder up to five (5) business days following SCA's notification, to meet the Solicitation's Apprenticeship Program requirements.
