Site work for a civil project in Belgrade, Montana. Completed plans call for site work for a water / sewer project.

Job No: 01-134 The Project includes the following Work: Work generally consists of furnishing all labor, equipment, materials, and skill necessary for the removal and disposal of accumulated biosolids in from the Belgrade WRF Lagoon System. This includes but is not limited to removal, dewatering, and disposal of all existing lagoon solids, lagoon liner repairs, demolition of submerged static tube diffusers and associated equipment, and demolition of other buried lagoon infrastructure. The Project has an expected duration of 144 calendar days. Bidders can make arrangements with Engineer outside of the scheduled pre-bid conference time to visit the Project Site and collect their own sludge samples on which to perform independent dewatering and polymer jar testing to assess sludge characteristics and expected dewatering performance in Bidder's Own equipment. All Bids must be in accordance with the Bidding Documents on file with the City of Belgrade (Owner) at 91 E Central Ave, Belgrade, MT 59714 or the office of Advanced Engineering and Environmental Services, LLC (AE2S) (Engineer) at 1288 N 14th Ave, Suite 103, Bozeman, MT 59715. Required Bid Security: In accordance with MCA 18-1-202, Bidders are hereby notified of the following: o The bidder to whom the Owner awards the Contract must enter a formal contract within the time required as stated in the Instructions to Bidders. o All bids must be accompanied by a sufficient bond to secure the performance of the terms and conditions of the contract. If bid security is not provided, and Bidder refuses to enter such formal contract, the bidder shall pay the Owner the difference between the amount of the bid of the bidder and the amount for which the public authority legally contracts with another party to perform the work if the latter amount is in excess of the former. If bid security is provided, and Bidder refuses to enter such formal contract, the bidder will be responsible for the Forfeiture and Liability described at MCA 18-1-204. o Bidder's security penal sum shall not be less than 10% of the Bidder's maximum bid price. o The forms of bid security specified at MCA 18-1-203 constitute compliance with the requirements for bid security. Domestic Preference: This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used I this project must be produced in the United States. The following waivers apply to this Contract: BABAA De Minimis, Small Grants, and Minor Components The City of Belgrade reserves the right to reject any and all Bids, to waive irregularities and informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to Award the Contract to the lowest responsive and responsible Bidder which is in the best interest of the Owner. The Work must be completed in accordance with the dates outlined in the Agreement. Questions received less than seven days prior to the date for opening of Bids may not be answered. The General Construction Contract consists of the following improvements: a. All improvements shown on the Construction Drawings and described in the specifications found in the Project Manual, including the completion of all construction administration forms found in Appendix A. b. ABANDON LAGOON 2: i. Remove and dispose of 100% of lagoon sludge from Lagoon 2. ii. Remove and dispose of 100% of all static tube diffusers, submerged aeration piping, ballast blocks, and HDPE geomembrane liner material from Lagoon 2. iii. Abandon all pipes from previous process operations connections that terminate inside the existing lagoon and penetrate the existing liner per details in the Construction Drawings. iv. Work will require contractor to hydraulically isolate Lagoon 1 from Lagoon 2 while water elevations are above the pipe / conduits that connect these two basins. v. Salvage HDPE geomembrane for patching repairs to liner in Lagoon 3. c. DREDGE LAGOON 1: i. Remove the specified quantity of accumulated biosolids and waste activated sludge from Lagoon 1 with a dredge or other equipment provided by the Contractor to access and remove submerged biosolids. Specified quantity of sludge to be measured on a dry-solids basis - meaning weight of water remaining in the dewatered solids is neglected from measurement. ii. Dredge operation must be completed while Lagoon 1 is still online, receiving an active influent stream of waste activated sludge (WAS) from Owner's existing treatment facility and operations. d. POND 3 IMPROVEMENTS: i. Remove accumulated biosolids, sediment, and debris from bottom of Pond 3. ii. Remove existing aeration laterals, ballast weights, diffusers, and other debris shown on the Construction Drawings and directed in field by the Owner and Engineer. iii. Facilitate Engineer and Owner in performance of a condition assessment on the HDPE geomembrane liner in Pond 3 by completing the prescribed destructive and non-destructive testing shown in the Construction Drawings. iv. Complete any reasonable repairs to HDPE geomembrane where testing or inspection reveals the existing liner has failed. Reasonable repairs are limited to patching small holes or patching small areas (20 ft by 20 ft) sections of geomembrane liner by cutting, laying, and fusing a section of salvaged HDPE geomembrane from Lagoon 2 over the affected area. e. LEAK TESTING: i. Complete the leak testing outlined in the Quality Control Specification Section 01 45 00. Contractor is not required to achieve a passing performance grade for watertightness on either Lagoon 1 or 3 - data from watertightness testing will be used to inform Owner's condition assessments and reporting obligations with DEQ.
