Question Submission Deadline: May 28, 2025, 8:00am The 2025 City Wide Resurfacing Program consists of resurfacing of over 110 streets totaling more than 43 lane miles of improvements. The program in 2025 was bid as two separate projects, which are split geographically. Two different contractors were the apparent low bidders and the City is in the process of awarding and/or executing the contracts. The improvements consist of curb and gutter removal and replacement, sidewalk removal and replacement, landscaping, cold milling, patching, placement of asphalt binder course and surface course, adjustments, thermoplastic pavement markings, and other work as shown in the project plans and specifications. City staff will take the lead on construction observation and administering both projects during construction, including processing pay estimates and interacting with the public. The City is looking to hire a consultant to provide a supplemental Resident Engineer (RE) to assist City staff. The RE will be assigned to cover construction activities on both projects that fit their expertise and City needs as directed by City staff. Additional details for the project are as follows: The RE is anticipated to be needed from approximately middle/end of June 2025 through September 2025, possibly longer. The typical work week during this period will be for 32 to up to 50 hours per week with some Saturdays required. The RE will be expected to work full construction days when needed and not work on certain days when the contractor is not actively working. Because there will be two different contractors on two different projects, it is anticipated that downtime on the project may be limited. Depending on how the two different contractors organize/schedule their work, the City will likely need a second inspector/RE from the selected consultant to help manage field work. Exact requirements are unknown, but it should be assumed that a second inspector will be needed in the middle of the summer for close-to-full-time inspection, when multiple phases of both projects are actively working. The RE will be expected to: Provide construction observation in accordance with IDOT standards. Observe sidewalk removal and replacement, including curb ramps. Provide layout for milling, patching and resurfacing. Keep daily records and quantity tabulations. Attend construction and progress meetings related to the project. Coordinate and communicate with residents, business and other agencies for impacts of construction. The consultant shall provide Quality Assurance (QA) of PCC & HMA material including review of contractor's QC Plans. The consultant can use a sub-consultant for QA testing. The sub-consultant does not need to be disclosed in the SOQ. The work that the consultant and RE completes under this agreement may also consist of observation on other City-Wide construction projects such as Sidewalk Removal and Replacement, Pavement Patching, Crack Filling, Bike Path Resurfacing, and other work as may be assigned by City staff.
