A general overview of the scope of work is as follows: Base Bid - Oblaya Pipeline Replacement: Project is located 2 miles south of Sharps Corner, SD. Work generally consists of constructing approximately 2.2 miles of new 12" HPDE pipeline alongside an existing 10" PVC pipeline, connection at two locations to the existing 10" PVC pipeline; installation by open cut and horizontal directional drilling methods; site restoration, and seeding. Alternate 1 - Oblaya Pump Replacement (Furnish Pumps): Work consists of furnishing three (3) vertical turbine pumps and delivering to the Owner's office in Kyle, SD. Alternate 2 - Oblaya Pump Replacement (Furnish and Install Pumps): Project is located at the Oblaya Booster Pump Station approximately 4 miles south of Sharps Corner, SD. Work consists of purchasing and installing three (3) vertical turbine pumps within the Oblaya Booster Station. Existing pumps shall be salvaged and delivered to the Owner's office in Kyle, SD. Bids will be received for a single prime Contract. Bids shall be on a unit price basis. Bids shall be submitted on the Bid Forms provided and in accordance with the Bidding Documents. No bids will be considered unless sealed and filed at the Owner, OST DWM&C. Bid security in the amount of 10% of the amount of the bid in the form of a Bid Bond or in the amount of 5% of the amount of the bid in the form of a cashier's check must accompany each bid in accordance with the Instruction to Bidders. Bid security of the three lowest Bidders will be retained until the contract has been awarded and executed, but not longer than sixty (60) days from the date of the bid opening. The successful Bidder, and all subcontractors, are required to provide evidence of a valid Oglala Sioux Tribal business license. The successful Bidder is required to comply with all TERO requirements including TERO tax and employment requirements. The successful Bidder is responsible for payment of all required Tribal and State of South Dakota fees, sales tax, and usage tax as described in the contract documents. The successful Bidder is required to meet all requirements of the Bureau of Reclamation (BoR) Supplemental Provisions as described in the contact documents. Included in the BoR Supplemental Provisions are the requirements; of Executive Order 11375 regarding equal opportunity employment, requirements of the Davis-Bacon wage act, the buy American provisions of Section 501 of the Energy and Water Development Appropriations Act, and other requirements fully described in the contract documents. OWNER'S RIGHTS RESERVED: The Owner reserves the right to reject any and all bids and to waive any irregularities or informalities therein and to award the Contract in the best interests of the Owner.
