A general overview of the scope of work is as follows: Base Bid - General, Civil, Structural, and Electric for the new Generator Installation Design: Work generally consists of picking up, delivering on-site, constructing, and installing one (1) owner supplied 300-kilowatt generator, three (3) owner supplied 60 kilowatt generators, and three (3) owner supplied transfer switches. This includes the installation of the foundation system; associated equipment including automatic transfer switches, trenching for underground electrical cable installation, other miscellaneous electrical improvements and all site work including grading. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. The purpose of furnishing all materials, labor, equipment, and skill requed for the construction of the new generators, and incidental items, for said owner, as is more fully described and set forth in the Plans and Specifications which are on file at the office of the Engineer. Bid security of the three lowest Bidders will be retained until the contract has been awarded and executed, but not longer than sixty (60) days from the date of the bid opening. The successful Bidder is responsible for payment of all required Tribal and State of South Dakota fees, sales tax, and usage tax as described in the contract documents.The successful Bidder is required to meet all requirements of the Bureau of Reclamation Supplemental Provisions as described in the contact documents. Included in the BoR Supplemental Provisions are the requirements; of Executive Order 11375 regarding equal opportunity employment, requirements of the Davis-Bacon wage act, the buy American provisions of Section 501 of the Energy and Water Development Appropriations Act, and other requirements fully described in the contract documents. The Owner reserves the right to reject any and all bids and to waive any irregularities or informalities therein and to award the Contract in the best interests of the Owner.
