Renovation of a multi-residential development in Spartanburg, South Carolina. Completed plans call for the renovation of a multi-residential development.
The estimated cost range for this project is between $405,000.00 and $458,000.00. Spartanburg Housing is conducting an information for Bid (IFB) for HVAC replacement at JC Bull Apartments 100 Marion Ave., Spartanburg, SC 29306. SCOPE OF WORK/ TECHNICAL SPECIFICATIONS. 2.1 JC Bull Apartments: locat ed in t he cit y of Spart anburg at 101 Marion Ave., Spart anburg, SC 29306 and consist ing of a t ot al of 132 unit s. The propert y is managed in two different propert ies “ JC Bull 1-100” one (1) t hrough one hundred (100) unit s which is subsidized t hrough t he st at e of Sout h Carolina and “ JC Bull 32 unit s” which is managed under Spart anburg Housing Corporat ion. 2.2 Technical Specifications: All proposed unit s below shall meet t he following specificat ions for new inst allat ion. The exist ing int erior R-22 hydronic, Advanced Distribut or Product s (ADP), [Model # BCRMA3924S3P3] shall be replaced wit h new hydronic syst ems (ADP) hydronic syst em [Model # BCRMA3A24S3P3R] and t ied back int o t he exist ing hot wat er heat er. A new out side single-state, 12 Seer highefficiency air conditioner outdoor unit shall be installed to replace old unit s. These new unit s will have a condensate pump draining to the out side of each unit t o dissipate moisture from condensate pan. A new compatible thermostat will also be installed in each unit. 2.3 JC Bull Apartments (1-100) units. Twent y-four (24) unit s out of t he exist ing one hundred unit s shall be replaced wit h new A2L HVAC Equipment as not ed above in sect ion 2.2. 2.4 JC Bull Apartments (32 units). Eight een (18) unit s out of t he t hirt y-two unit s shall be replaced wit h new A2L HVAC Equipment as not ed above in sect ion 2.2. 2.5 Electrical Limitations t he contract or shall t ake int o considerat ion t he electrical limit s of t he current electrical load of each unit and t he bid shall propose a new heat pump capable of t he exist ing electrical limit s and meet ing t he BTU requirement s and compat ible operat ions for t he new Hydronic unit s. 2.6 Pricing will be for t he part s and labor t o replace t he exist ing syst ems and all accessories t o complet e t he work per unit list ed below and shall include all permit t ing fees and a t en-year (10) warrant y on equipment wit h a two-year (2) labor warrant y or equal. 2.7 Contractor’s Responsibilities shall be responsible t o pull all permit s and filing warrant y informat ion on all HVAC equipment inst alled. Inst allat ion and replacement shall include all line set s and evaporat ion pumps and accessories required for t he funct ion of t hese inst alled unit s including permit t ing code requirement s and warrant y. Contract or shall include all necessary part s, pipe fit t ings, freon gas and accessories not list ed in equipment below. 2.7.1 Contract or shall maint ain all mechanical licensing in good condit ion and shall be able t o pull permit s under t his awarded contract . 2.7.2 Access for Emergency Vehicles. The contract or shall ensure t hat any equipment and/ or vehicles t hat he/ she place on t he work sit e shall not be placed in such a posit ion t o int erfere wit h access by any emergency vehicles or traffic by t he public at large. The Agency reserves t he right t o approve or rej ect (and demand t he movement) of t he placement of such equipment or vehicles at any t ime during t he performance of t he contract ed work if, in t he opinion of t he Agency, t he placement of such equipment or vehicles does int erfere wit h such traffic. 2.7.3 Communication. The Agency shall be t he primary on-sit e point of cont act for t he contract or pert aining t o t his work. The contract or shall be free t o converse and communicat e wit h t he Agency during or between visit s; however, all request s for changes or decisions shall be submit t ed t o t he Agency and approved by t he Agency aft er receipt and considerat ion of writ t en request from t he Agency. The Agency ant icipat es t hat it will t ypically decide in such mat t ers wit hin 3 workdays of receipt , t hough such response t imeframe may be short er or longer depending on t he sit uat ion; accordingly, t he contract or shall be required t o submit such writ t en request s in as t imely a manner as reasonably possible. When construct ion commences, all communicat ion must be direct ed t o t he designat ed Agency cont act person only. 2.7.4 Debris. The contract or shall clean work areas daily, at t he end of t he workday, of all work-generat ed debris which may endanger t he safet y of t he ot hers (t he public; Agency resident s; et c.). 2.7.4.1 All work areas must be kept sanit ary and clean of any trash. Debris from work must be removed from living areas. 2.7.4.2 The contract or must examine t he work area and det ermine any unsuit able work condit ion. 2.7.4.3 Any required removal or replacement of t his work caused by unsuit able condit ions will be j ust cause for t he contract or t o bear t he expense. Not ice of unsuit able condit ions shall be brought t o t he Agency’ s represent at ive in writ t en form. 2.7.4.4 Unless ot herwise approved by t he Agency in writ ing, t he use of t he Agency dumpst ers t o dispose of debris is prohibit ed. 2.7.5 HVAC Equipment t o be scheduled t o replace at JC Bull 1-100 and JC Bull 32 unit s shall be in accordance wit h t he following or equal t o: 2.7.5.1 Heat Pump (out door unit): 12 Seer, AHRI approved or equal 2.7.5.2 Vert ical Air Handler (indoor unit): [Model # BCRMA3A24S3P3R] or equal 2.7.5.3 Line Set s as det ermined by manufact urer and warrant y informat ion. 2.7.5.4 Thermost at is compat ible wit h t he RDSDC or equal 2.8 Responsibility of Refrigerant Recovery. It shall be t he responsibilit y of t he contract or t o properly and compliant ly address all requirement s pert aining to recovery in compliance wit h all local, st at e, and federal codes, st at ut es, laws, and regulat ions. 2.9 Work Standards. It is t he responsibilit y of each contract or t o ensure t hat each worker provided by t he contract or shall be fully trained and qualified t o provide any assigned work. Accordingly, all work provided shall be guarant eed by t he contract or t o be performed in a workmanlike manner and in accordance wit h all applicable laws, codes, and/ or regulat ions, including, but not limit ed t o: Uniform Building Code (UBC); Uniform Mechanical Code (UMC); Uniform Mechanical Code (UMC); Nat ional Electric Code, 2014 (NEC). *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
