Contractors will be evaluated based on best value to the City, where both qualifications and cost are considered. THIS SOLICITATION IS NOT A LOW-BID AWARD. The project work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the project.
