Deadline for Questions: May 29, 2025, 12:00pm Anticipated Recommendation of Award to City Council :July 10, 2025 Scope of Work 4.1. Intent The City of St. Petersburg is soliciting bids for providing all labor, equipment, tools, machinery, supplies, and protective equipment to install, mechanically blown mulch, on an as-needed basis, at City parks, and playgrounds. The mulch is to be installed at a uniform thickness of six inches. The estimated annual usage amount is approximately 2500 cubic yards. 4.2. Contract Term The term of the Agreement will be for a period of three (3) years from the date of award, with one (1), two (2) year renewal option by mutual written agreement of the parties. 4.3. Estimated Annual Expenditure It is estimated that approximately $100,000 may be purchased annually under this solicitation. This is an estimate only and may vary. 4.4. Minimum Qualifications At a minimum, vendor must meet the following qualifications: Have been in the business of providing mechanically blown mulch as described herein for a minimum of 5 years. Have the ability to obtain the minimum insurance requirements set for in the base agreement. Vendor shall provide wood mulch that meets CPSC (The U.S. Consumer Product Safety Commission) and ASTM (American Society for Testing and Materials, Guidelines for Florida Public Playgrounds), not CCA (Chromated Copper Arsenate) treated. Product is manufactured wood comprised of softwoods and/or hardwoods which do not exceed 4" in length and approximately ten times longer than width. The mulch is to be installed at a uniform thickness of six inches. Vendor shall provide documentation that the wood mulch meets the CPSC and ASTM guidelines for playgrounds. Vendor shall own or have immediate access to the equipment required to provide services. 4.5. Vendor Responsibilities Vendor shall provide a single point of contact to administer the Agreement Vendor shall maintain Minimum Qualifications as stated in bid for the term of Agreement. Vendor shall be responsible for visiting each location to assess site conditions and the ability to access locations to install the mulch. Vendor shall be responsible for field measuring all facilities in order to verify dimensions and quantities required to complete the installation in full accordance with the specifications included herein. Miscalculations shall be at Vendor's risk. Materials and Equipment needed to perform. City's Responsibilities At a minimum, City shall provide and meet the following responsibilities: City shall provide a point of contact (City Project Manager) to administer the Agreement. City Project Manager shall assist with planning, access, strategy, and objectives prior to performance of the Work. City Project Manager shall promptly respond to issues and inquiries so as not to hinder the progress, completion, or compensation for the Work.
