Question Deadline 05/28/2025 at 5:00 PM PT Bidders must submit their questions via e-mail to Benjamin.Tran@dot.ca.gov. Written questions must include: the individual's name, firm name, e-mail address and must reference IFB No. 05A2868. Detailed Description of Work to be Performed and Duties of all Parties A. Contractor shall furnish the following: trash pick-up, transport, and disposal services per location: 1) Santa Cruz Maintenance Yard One (1) 20-cubic yard (CY) bin for general trash and debris. B. All containers shall be placed in a location approved by Caltrans Contract Manager C. All containers shall have retractable covers that operate smoothly and with ease, so containers remain covered in accordance with National Pollutant Discharge Elimination System (NPDES) storm water requirements. All bins shall be in good condition without any holes. D. Trash pick-ups will occur on weekdays between 8:00 a.m. to 5:00 p.m. No trash shall be removed on designated State legal holidays. In the event that a State legal holiday falls on a scheduled pick-up date, Contractor shall remove the trash on the following business day. When a designated State holiday falls on a Sunday, the following Monday shall be designated a legal holiday. State observed holidays are as follows: January 1 Third Monday in January Third Monday in February March 31 Last Monday in May July 4 First Monday in September November 11 Fourth Thursday in November Fourth Friday in November December 25 New Year's Day Martin Luther King Day Presidents' Day Cesar Chavez Day Memorial Day Independence Day Labor Day Veterans Day Thanksgiving Day Day after Thanksgiving Christmas Day E. Upon Agreement approval, Caltrans Contract Manager will call Contractor to arrange a mutually agreeable trash pick-up schedule, to assure that the yard gates will be open for access to the trash pick-up area. Contractor shall begin work upon notification by Caltrans Contract Manager. Failure to begin work or to prosecute the work diligently shall be grounds for termination of this Agreement as noted in Exhibit D, Termination. F. Contractor shall remove and replace or empty the bins according to the schedule agreed on by Contractor and Caltrans Contract Manager as follows: Santa Cruz Maintenance Yard, not less than one (1) time per week, 20-CY bin. G. Pick-ups may be requested beyond that which is listed above, Item 7.F, by Caltrans Contract Manager. Contractor shall make requested pick-ups within three (3) working days of notification by the Caltrans Contract Manager. If Contractor does not pick up the bin(s) within three (3) working days, Contractor shall be responsible for cleaning up all trash overflow placed on or adjacent to the bin(s) at no additional cost to Caltrans. H. Contractor will not be paid for any "dry runs" or unscheduled trips. I. All travel costs shall be included as a part of Contractor's Bid Proposal, Attachment 1 and no additional compensation shall be paid for travel time. J. Caltrans Contract Manager must sign and date all pick-up tickets. If Caltrans employees are not available to sign the pick-up ticket within 24 hours, Contractor shall email the pick-up ticket to Caltrans Contract Manager. All pick-up tickets are to be included with the disposal receipts and all invoices for verification of pick-ups. K. Contractor shall conduct operations in such a manner as to avoid damage to Caltrans property or to adjacent property. If any such property is damaged by reason of Contractor's operation, it shall be replaced or restored at Contractor's expense and to the satisfaction of Caltrans Contract Manager. L. Contractor shall take all necessary precautions to prevent injury or hazard to Caltrans employees or visitors and shall avoid causing unreasonable inconvenience to any person(s) doing business on Caltrans property. M. Contractor is solely responsible for any injuries, losses, and damages caused by Contractor, its employees, or its agents. N. Caltrans and its employees are not responsible for any injury, loss, or damage that may occur to Contractor, its employees, vehicles, equipment, tools, or materials. O. Contractor shall pick up any trash strewn in the bin area during the process of bin hauling, and the bin area shall be left in a clean and orderly condition. If a site is not left in a clean and orderly condition, Contractor shall be called back to correct the condition at no extra charge to Caltrans. Contractor must respond within a 24-hour period following the request to correct any unacceptable condition, unless instructed otherwise by Caltrans Contract Manager. P. Contractor's vehicles shall be in good operating condition and free of leaking fluids. Vehicles not meeting these requirements will not be allowed to haul away trash until the requirements are met. Any spills or leaks will be cleaned up by Contractor at no additional charge. Q. At all times for the duration of this Agreement, Contractor and its employees shall maintain all current permits/licenses from local enforcement agencies (such as city and county) required for the services described in this Agreement. R. Contractor shall abide by all applicable laws regarding trash pick-up, hauling, and disposal services. S. A filled bin leaving any Caltrans facility or site shall be properly and lawfully covered and tarped. T. Contractor shall utilize disposal sites that are licensed and legally authorized to accept the trash that is the subject matter of this Agreement. U. Contractor must provide written receipts from the disposal site to ensure Contractor followed the proper disposal process for each bin and legally dispose of the contents of same. Disposal receipts shall include the following: 1) Agreement number 05A2868 2) Date(s) of service 3) Weight of trash (tonnage) 4) Name of disposal site 5) Signature of disposal site employee V. Contractor shall dispose of all material in the containers, which includes, but is not limited to, tires, metal, plastic, fiberglass, fabric, glass, asphalt, dirt, concrete, wood, and landscape trimmings. W. The trash is not expected to, but may unintentionally, include hazardous waste. If hazardous waste is encountered, Contractor will notify Caltrans Contract Manager for removal of the hazardous waste by a Caltrans hazardous waste removal contractor. Caltrans will not be responsible for any hazardous waste picked up along Contractor's route. X. Tire carcasses, metal, plastic, fiberglass, glass, asphalt, dirt, concrete, and other trash may include constitutes of concern. These materials are not pre-determined to be hazardous waste. Contractor shall inspect the materials before taking possession of the materials. Y. Once Contractor takes possession of the materials, Contractor shall take ownership of the materials and shall dispose of the materials in a lawful manner. Z. Transportation of trash materials shall be in compliance with all laws and regulations of the State of California. Neither the State nor Caltrans will be responsible for any mishandling and/or any unlawful acts that Contractor or its workers might perform or violate in the performance of this Agreement. Trash materials shall be disposed of in a legal manner. 8. General Contractor Responsibilities A. Contractor shall ensure that only qualified and competent employee(s) are permitted on the job site and that the work shall be safely performed by the highest industry standards. Contractor shall take all the necessary precautions to prevent injury or hazard to Caltrans employee(s), invitee(s), and/or the general public. B. Contractor shall avoid causing unreasonable inconvenience to any person(s) doing business on Caltrans property. In the event Contractor's operation creates a condition hazardous to Caltrans property, its occupants, or the general public, Contractor shall provide warning signs alerting to any dangerous conditions at Contractor's own expense and without cost to Caltrans. C. Personal property, items that have apparent value and are not fouled with human waste or other hazardous materials, encountered by Contractor on Caltrans property shall be collected by Contractor and turned over to Caltrans. D. Prior to the commencement of waste disposal, Contractor must adhere to the provisions highlighted in Senate Bill 1383 (Lara) of 2016 Title 14, CCR, General Provisions section 18981.2, Public Resources Code sections 42652 et. seq
