The City of Santa Cruz Water Department (SCWD) is soliciting Statement of Qualifications (SoQs) from consultants, individuals or firms (Consultant), who provide construction management services with a focus on public infrastructure projects, including construction inspection and contract administration. The City intends to award a two-year contract to a single Consultant with options to renew annually for construction management services as needed. The purpose of this on-call construction management contract is to augment Water staff resources implementing Capital Investment Program (CIP) projects with a typical value of $1-3 million in scope. Due to the on-call nature of the work, no specific work is guaranteed and the scope of work will vary by project. A detailed outline of potential services that will be performed by the Consultant is given in Section 4 Preliminary Scope of Services. The Proposer shall furnish all tools, equipment, materials, tax, apparatus, facilities, labour, transportation, supervision, and management, not specifically provided by the City, to complete work described in this RFQ. Oral and other interpretations or clarifications will be without legal effect. The City of Santa Cruz was incorporated in 1866 and formed its current charter in 1948. It is governed under a Council/Manager form of government. A Mayor and six Council members set policy for the City and a City Manager serves as chief administrator of those policies. The City is located on the coast, 75 miles south of San Francisco on the northern edge of the Monterey Bay. It encompasses 15.8 square miles with cultural and ethnic diversity among its population of 65,000. Santa Cruz is part of the National Marine Sanctuary and is a popular tourist destination owing to its beaches, surf culture, and historical landmarks. The Santa Cruz Water Department and Consultant will develop a Scope of Work (SOW) for specific projects when needed. The SOW will typically include the following tasks: Review project contract documents, contractor submittals, and other documentation to develop full understanding of scope of work, and project requirements; Document work performed by contractor with daily field reports, inspection logs, photographs, noted deficiencies in work, and other records as necessary all in a City-approved format; Generate and maintain "as-built" drawings; Attend project meetings with City and Contractor(s) to review construction methods and coordinate inspections; Inspect work to ensure compliance with project plans and specifications including a continuous on-site presence; Perform inspections at all times of day, including night work, weekend work and holiday work Respond to request for inspections within 48 hours of City's request; Inspect and record compliance with safety, traffic control, discharge permits, and other project-specific requirements and permits; Prepare and distribute public notices to affected property owners, members of the public and other defined project stakeholders regarding schedule of work, project impacts and impacts to service; Act as City's representative at the construction site; Coordinate the work of project consultants; Coordinate and respond to Requests for Information (RFIs). Review material testing certificates to verify compliance with project requirements; Assist with preparation of final punch list (corrective) items; and Provide Contract Administration services such as: Ensuring compliance with federal and or state contract requirements, Provide cost monitoring, Review and evaluate requests for payment and change order requests, Ensure prevailing wage and labor compliance, and Monitor project schedule and identify deviations. The City provides a full range of municipal services and facilities including a recreational wharf, public golf course, over thirteen hundred acres of open space, full beach services, refuse management, law enforcement, fire protection, and water and wastewater utilities. The City is also host to the University of California Santa Cruz, the Santa Cruz Harbor, and the Santa Cruz Beach Boardwalk amusement park. The method of Contractor Selection has not been Determined at this time.
