St Helens Manor ADA Exterior Improvements The Housing Authority of the City of Vancouver (VHA), on behalf of Evergreen Nonprofit Housing, is issuing this competitive solicitation with the intention of awarding a contract for the purchase of general contractor services related to ADA exterior improvements of our St. Helen's Manor property. In accordance with RCW 39.26, purchases of goods and services must be based on a competitive procurement process in which the Contract may be awarded to the lowest responsive, responsible bidder. BACKGROUND St. Helen's Manor is a senior housing community consisting of 30 1-bedroom units and is owned by Evergreen Non-Profit Housing. The property was built in 1989 and is located at 309 NE 1st Ave., Battle Ground, WA 98604. Maintain a safe work environment meeting or exceeding standards provided by OSHA. Safety requirements include but are not limited to the following: barriers blocking pathways into the construction zone from the building, signage indicating construction zone and safety requirements while in the construction zone, and caution tape and cones marking the work area. 1.2. Provide a temporary restroom facility for workers if working onsite for an extended period of time and maintained during the duration of the project. 1.3. Vendor to apply for permits, ensure all inspections including final inspection are complete and permit is closed out. 1.4. Reinstall any disturbed landscaping to match or improve upon the existing condition prior to project close out. The property was built in 1989 and is located at 309 NE 1st Ave., Battle Ground, WA 98604. RAMP REPLACEMENT: 2.1. Remove existing concrete sidewalk as shown on drawing A101. 2.2. Remove any visible tree roots with a diameter greater than 1/z" within the compacted base fill for the new concrete ramp and curbing. 2.3. Reuse existing compacted fill, add new as needed, and recompact with machine tamping. 2.4. Install new 4" concrete slab and isolate from existing sidewalk with %" bond break. Provide new curbing and concrete flatwork as shown on AlOland A102 to create an accessible route to the existing parking stalls to the existing sidewalk. 2.5. Contractor to provide a submittal for concrete mix, and expansion joint material prior to work starting. 2.6. Install concrete reinforcement as indicated on drawing A101, A102. 2.7. Install new galvanized posts with top cap and ADA parking signs centered on the parking stall on the landscaped side of the sidewalk including a van access sign for the parking stall with that designationanda NO PARKING access isle sign.
