Renovation of a multi-residential development in Battle Ground, Washington. Working plans call for the renovation of a multi-residential development.

The Housing Authority of the City of Vancouver (VHA) on behalf of Evergreen Nonprofit Housing is issuing this competitive solicitation with the intention of awarding a contract for the purchase of contractor services related to the installation of a cane detection system. In accordance with RCW 39.26, purchases of goods and services must be based on a competitive procurement process in which the Contract is awarded to the lowest responsive, responsible bidder. Questions/Clarifications Due Date: July 29, 2025, at 5:00 PM (PT) Communication regarding this solicitation with any VHA employee other than Procurement and Contractsstaff may disqualify your bid. Questionsrelated to this competitive solicitation must be submitted through Public Purchase. All questions raised at any pre-bid meeting and during the Q&A period will be answered and posted to Public Purchase as an addendum. The VHA reserves the right to amend and modify this competitive solicitation. Maintain a safe work environment meeting or exceeding standards provided by OSHA. Safety requirements include but are not limited to the following: barriers blocking pathways into the construction zone from the building, signage indicating construction zone and safety requirements while in the construction zone, and caution tape and cones marking the work area. If need provide a temporary restroom facility for workers working onsite for an extended period of time and maintained during the duration of the project. If required vendor to apply for permits, ensure all inspections including final inspection are complete and permit is closed out. Clean and remove any debris including but not limited to metal shaving and concrete dust and debris, and excess grout. INSTALLATION OF CANE DETECTOR: Fabricate a rail and posts to become a cane detection system using 1.25" round steel. All surfaces should ground smoothly with no burrs, joints to be welded, and all surfaces to be powder coated to prevent rust. Designed detection system should be secured only to the concrete slab with NO connects to siding or stairwell. Posts should be secured using plate mount with a minimum of (4) 3/8" concrete anchors, one in each corner or 4" core drill of concrete and non-shrink grout securing posts to existing concrete smoothed and leveled to match existing concrete and sloped to allow any water to move away from posts. If plate mount system is used, concrete anchors to be made of rust proof metal and drilled in a way that prevents the existing concrete from cracking or corners "breaking out". If core drill and grout is used, the contractor to provide a submittal for grout mix and also ensure core drilling is done in a manner that prevents existing concrete flatwork from cracking. Vendor to provide splash protection to prevent grout or paint touch up overage from landing on siding, existing concrete or stairwell.
