Renovation of a mixed-use development in Grand Junction, Colorado. Completed plans call for the renovation of a medical facility.

PROJECT DESCRIPTON: Contractor shall furnish labor and materials and perform work to modify existing TRs, Office of Information Technology (OIT) infrastructure, and fiber optic cabling, as required by drawings and specifications. The scope of this project included the following infrastructure improvements: Electrical (electrical panel upgrade, power- normal and emergency), Bonding, Uninterruptible Power Supply (UPS), Building Management System (BAS) interfaces, assess for new and upgrades to existing HVAC, reconfiguration, expansion, and renovation of existing space (demo, new construction, finishes). Expand space in MFA (demo, finishes, cable management, relocate cabinets), communication infrastructure (new data outlets, patch panels, upgrade to Cat 6A cable) in buildings as necessary, physical security upgrades, assess and upgrade fiber infrastructure backbone campus wide within buildings and between buildings, install diversified path to data center for Wide Area Network (WAN), hazardous material abatement. Project locations include buildings 1, 5, 6, 7, 8, 9, 12, 20, 35, 36, 37, 39/44, 45 and site. In accordance with 38 U.S.C. 8127 (Public Law 109-461), this project is a competitive Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Magnitude in accordance with VAAR 836.204 for construction is between $20,000,000 and $50,000,000 NAICS: 236220 Commercial and Institutional Building Construction Contractor shall furnish labor and materials and perform work to modify existing TRs, Office of Information Technology (OIT) infrastructure, and fiber optic cabling, as required by drawings and specifications. Project is Located at: Veterans Affairs (VA) Western Colorado Health Care System (WCHCS) Grand Junction Campus 2121 North Ave Grand Junction, CO 81501 System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications--Commercial Products and Commercial Services.Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM. Oral questions of a technical nature are not acceptable due to the possibility of misunderstanding or misinterpretation. THE CUT-OFF DATE AND TIME FOR RECEIPT OF QUESTIONS IS July 22, 2025, at 2 PM CTS *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. A. The Contractor shall develop a Critical Path Method (CPM) plan and schedule demonstrating fulfillment of the contract requirements (Project Schedule),and shall keep the Project Schedule up-to-date in accordance with the requirements of this section and shall utilize the plan for scheduling, coordinating and monitoring work under this contract (including all activities of subcontractors, equipment vendors and suppliers). Conventional Critical Path Method (CPM) technique shall be utilized to satisfy both time and cost applications. B. Phasing: 1. The phasing for the project shall be similar to the following. The contractor shall adjust phasing as needed to best support the project, their manpower, and to maintain patient care on the campus. Variations to the project schedule shall be coordinated with the Owner prior to incorporation. Additional phasing notes will be included within the construction documents for each project discipline. Project phasing will additionally need to be coordinated the project. Phasing meetings shall be conducted weekly during construction forecasting work for the next 8 weeks. a. Sitework can begin immediately. Roadway crossings shall be phased to allow for one lane to remain active at all times. Temp signage shall be provide to direct traffic during construction activities. Where sidewalks are temporarily impeded, contractor shall coordinate with VA to provide alternate route for patients and staff. Contractor shall provide temp signage to accommodate alternate path. b. New Telecom spaces to be constructed with necessary support and infrastructure components. c. New fiber optic backbone and copper backbone can be provided once new Telecom spaces are constructed. d. New horizontal cabling can be provided once new Telecom spaces have connectivity. Include all sleeve pathways as needed where routing through rated and unrated partitions. e. Existing Telecom spaces shall be maintained fully operational until new Telecom spaces are complete and all horizontal cabling has been replaced and served from new Telecom space. f. 10 phasing data switches will be utilized by the VA migration team to phase TRs. Contractor to determine number of TRs they are able to migrate at a time based on the 10 available network switches. Phasing includes final cabling termination, data port installations, testing, etc. Non clinical-care buildings shall be phased first to allow for processes to be refined prior to phasing over clinical care buildings. 2. The bidding contractor shall provide a proposed phasing solution and schedule indicating how each building area will be phased when replacing existing data drops. Patient care must be maintained at all times and the contractor shall be flexible with their schedule once in construction to allow some opportunity to trade or slide phases. Refer to the requirement for weekly phasing meetings with 8-week outlook. 3. It is anticipated that approximately 30% of the data port replacement will be required to be performed during after-hours and weekends in an effort to support patient care. Refer to spec section 0100000 paragraph 1.3.B. 4. Spaces that data ports can be replaced during normal business hours. Med Surge, ED, and ICU spaces shall be allowed flexibility to accommodate patients.: a. Public areas b. Business areas c. Office areas d. Support spaces e. Infrastructure spaces f. Supply 5.
