**As of July 17, 2025, bids received were rejected. No definite date for the rebid. Improvement of various roadways countywide throughout Spokane County by completing HMA patching in identified locations by excavating existing pavements and base, preparing subgrade, constructing new base layer, paving with HMA, and other work, all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications. Question Deadline 05/29/2025 at 5:00 PM PT Questions that are pertinent to bidding the contract and are not answered by information contained in the Standard Specifications, Contract Plans or Specifications, should be submitted to Spokane County Public Works by via e-mail to jsaxon@spokanecounty.org or by mail to Spokane County Public Works Department - Division of Engineering and Roads, 1026 W. Broadway, Spokane, WA 99260-0170, Attn: Jake Saxon, P.E., Plans and Contracts Engineer. All questions must be received by 5:00 p.m. Thursday prior to the bid opening for a response. All prospective bidder questions will be responded to in an addendum. The following is applicable to Federal-aid projects. The County of Spokane, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. No bid may be considered for public work unless it is accompanied by a bid deposit in the form of a surety bond, postal money order, case, cashier's check or certified check in an amount equal to five percent (5%) of the amount of the bid proposed. If the bidder to whom the contract is awarded fails to enter into the contract and furnish the contractor's bond as required within ten delays after notice of the award, exclusive of the day of notice, the amount of the bid deposit shall be forfeited to the County and the contract awarded to the next lowest and best bidder. If the bid deposit is "cash" and is in the form of a postal money order, cashier's check or certified check the checks are to be made payable to the Spokane County Treasurer. Cash bid deposits are to be accompanied by a completed Bid Deposit Form (see Appendix). The successful bidder will be required to file a performance bond in the full amount of the contract price which bond shall be furnished by a Surety Company acceptable to the Board of County Commissioners. Cash bid deposits of all unsuccessful bidders shall be returned after the contract is awarded and the required contractors bond and proof of insurance given by the successful bidder is accepted by the Board of County Commissioners. If the bid deposit is in the form of a surety bond it must be of a corporate surety licensed to do business in the State of Washington accompanied by a completed Bid Deposit Surety Bond Form (see Appendix). WARNING: If the bidder is to submit a bid deposit in the form of a Surety Bond, the County strongly recommends the use of the County Bid Deposit Surety Form contained in the appendix. The Board of County Commissioners reserves the right to reject any or all bids or any part of a single bid and to waive all informalities in the bidding.
