Site work, paving and new construction of a mixed-use development in Kane, Pennsylvania. Completed plans call for the construction of a 144-square-foot playground / park / athletic field; for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.
Highland Township Park Project involves the construction of a 144sf public restroom building and 500sf of accessible cast-in-place concrete sidewalk. Any questions or concerns should be directed to the Project Engineer, Ryan Miller, PE at 814-965-2211. Addenda, if any, will be issued to only those persons whose name and address are on record as having obtained a full set of bid documents. Any project questions should be directed to the Project Engineer. Bid security must accompany bid and shall be made payable to the Elk County Board of Commissioners in an amount equal to 10% of the bid price and in the form of a certified bank check or a bid bond issued by an acceptable surety and executed by the bidder. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in an amount of 100% of the contract price. A maintenance bond will also be required at the completion of the project. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters. The bidders must submit documentary evidence of minority and women business enterprises which have been contacted and to which commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Bidsthat do not include this documentation may be rejected. The Elk County Commissioners and Highland Township reserve the right to reject any and all bids and to waive any and all informalities. Bids may be held by the Elk County Commissioners for a period not to exceed 60 days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.
