The City of Watsonville (hereinafter "City") is soliciting proposals to conduct a comprehensive water, sewer, and solid waste utility rate study and to provide cost of services analysis, review of each enterprise's financial and reserve status and their project needs, and development of proposed rates for potable water, recycled water, wastewater, and solid waste. The City is soliciting proposals from consulting firms to perform detailed cost of services analysis, financial and rate analysis. The selected firm will thoroughly understand City finances, its financial status and the base cost to deliver reliable utility service. The City of Watsonville Public Works and Utilities Department provides water, sewer collection and wastewater treatment, and solid waste collection and landfilling for the incorporated city of approximately 54,000 residents. In addition, the department provides water service for an additional 12,000 residents in the unincorporated areas surrounding the city and provides sewage transmission and treatment for three sanitation districts located in Santa Cruz and Monterey Counties serving approximately 12,400 residents. The City's wastewater treatment plant produces recycled water which it sells along with "blend" potable water to the Pajaro Valley Water Management Agency (PVWMA) which in turn delivers and sells this water to coastal farmers for crop irrigation. The City manages the utilities through three separate enterprise funds. In the recent past these enterprises have been impacted by the cost of compliance with increased regulatory requirements such as SB1383 mandating food waste separation, new Hexavalent Chromium limits, new lead line and cross connection regulations on potable water and future PFAS regulations that will impact all three utilities. This combined with aging infrastructure that is in need of significant capital re-investment have placed stress on the sustainability of the enterprise funds, with construction costs and inflation continuing to increase. Despite all these pressures, Watsonville's utility rates are the lowest in the region. Question Deadline 06/11/2025 at 5:00 PM PT Written questions may be submitted using online. The City, at its sole discretion, reserves the following rights: To reject any, or all RFPs or information received pursuant to this RFP; To supplement, amend, substitute or otherwise modify this RFP at any time by means of written addendum; To cancel this RFP with or without the substitution of another RFP or prequalification process; To request additional information; To verify the qualifications and experience of each respondent; To require one or more respondents to supplement, clarify or provide additional information in order for the City to evaluate RFPs submitted; To hire multiple contractors to perform the necessary duties and range of services if it is determined to be in the best interests of the City: and To waive any minor defect or technicality in any RFP received. The City accepts no financial responsibility for any costs incurred by the respondent. All submittals become the property of the City and may be used in any way deemed appropriate. RFPs from consultants selected for the on-call list will be considered valid for three years from the date of this RFP due date. The method of Contractor Selection has not been Determined at this time.
