Arkansas is accepting formal, sealed bids from properly qualified, licensed, insured, and experienced Contractor for the construction of approximately 11,773 linear feet of 48-inch steel water pipeline starting southwest of Hwy 112 and N Wallis Road to a location west of Hwy 112 on Scoggins Road, for the City of Bentonville Water Department. The construction of this new line will replace the existing 48" PCCP line along Hwy 112 to allow the construction of the new alignment of Hwy 112 by ARDOT. Construction shall also include clearing and grubbing, erosion and sediment control, and street crossings with a 60- inch steel casing pipe, street repair, combination air/vacuum vaults, impressed current cathodic protection, and all other appurtenances as required by the plans and specifications for a complete and operational system. All Bids must be accompanied by a Bid Guarantee in the form of a bid bond, certified check, or cashier's check in the amount of 5% (five percent) of the Total Bid Price, payable without condition to the City of Bentonville, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds after the Notice of Award has been issued. The Bid Guarantee shall provide that the Bidder or surety must pay the damage, loss, cost, and expense subject to the amount of the Bid Bond directly arising out of the Bidder's default in failing to execute and deliver the Contract and bonds. Personal checks and company checks are NOT acceptable as a Bid Guarantee. Any bid submitted shall be void unless accompanied by a cashier's check drawn upon a bank or trust company doing business in the State of Arkansas or by a corporate bid bond. After this time the City will only provide clarifications or responses pertaining to items in the Bidding Documents that do not result in a change or Addendum (see Bidding Documents for additional information). The City reserves the right to cancel this request at any time in accordance with the City's best interest, to reject any Bid received, and to waive irregularities in accordance with the City's best interest. Submitters agree that such rejection shall be without liability on the part of the City of Bentonville for any damage or claim brought by any Bidder because of such rejections, nor shall the Submitter seek any recourse of any kind against the City because of such rejections. The filing of any Bids in response to this Invitation shall constitute an agreement of the Bidder to these conditions. The awarded Bidder will be required to furnish Performance and Payment Bonds at the time of signing the Contract in amounts equal to the Total Bid Price. QA - June 9, 2025: Relocation of the existing gas line shall not be included as part of the transmission line relocation. Gas line is being relocated by Black Hills due to planned highway widening. If existing gas line is still active during construction, it shall be protected. The Shoo-fly shall be removed and site returned to existing condition The City does not give out any budgetary information while a solicitation is open. There are no liquidated damages as part of this contract; however, the contractor shall make every attempt to complete the project within the Construction Timeline. Provide proof of project experience as follows: Listing of in-progress or completed project of large-diameter water lines (48-inches and above) within the last ten (10) years with project references. Bidder shall demonstrate successful completion or inprogress status of a minimum of three (3) welded steel pipelines projects (48-inches and larger) within the last ten (10) years. These successful or in-progress projects shall have total, cumulative pipeline lengths at a minimum of 50,000 linear feet of 48-inch and larger welded steel pipe. Providing a listing of key personnel, including project manager and superintendent, committed for this project. Bidder shall include all key personnel having successfully completed three (3) welded steel pipeline projects (48- inches and larger) within the last ten (10) years.
