2025 Street Patching Contract Questions Due Date: Jun 10th 2025, 5:00 PM CDT This project consists of on-call services for HMAC Pavement Patching in various streets and/or alleys within the City of Amarillo. The selected Contractor will be expected to provide a safe, motivated, and skilled crew capable of productively performing the specified pavement repairs in a highly efficient and productive manner. The Contractor shall also be responsible for completing all aspects of the job including but not limited to providing labor, materials, equipment, notification, traffic control and any other incidentals required to complete the work safely and efficiently. Customer Service: The Contractor and their crew members shall act professionally and always communicate with City staff and customers in a polite and courteous manner. If Contractor conduct does not meet this standard, the City may, at its own discretion, stop the job and move to the next responsive bidder. Hours of Operation: All Contractor work will be performed between the hours of 8am to 7pm Monday through Friday, excluding City Holidays unless otherwise approved in writing. Requests to perform work outside of these hours will be reviewed on a case by case basis and must be submitted in writing at least one (1) day before the planned work. A lack of response from the City will be considered denial of the request. Specifications: The following Subsections of the City of Amarillo Standard Specifications will be applicable to the project. 4.07 Flexible Base 4.17 Dense-Graded Hot-Mix Asphalt 4.23 Asphalts, Oils and Emulsions 4.25 Equipment for Hot-Mix Asphaltic Concrete 4.27 Rolling 4.28 Prime 4.29 Cleaning and Sealing Joints and Cracks 4.30 Remove Treated and Untreated Base and Asphaltic Pavement 4.31 Proof Rolling 9.04 Construction Signing and Barricading Materials: The Contractor shall provide materials meeting the requirements of the Specifications. Prior to the start of work, when changes to the materials or source of materials necessitate, or when otherwise required by the Specifications, the Contractor shall be required to provide submittals for review and approval by the City for the following: 1. Flexible Base - Specification Subsection 4.07 2. Dense-Graded Hot-Mix Asphalt - Specification Subsection 4.17 3. Asphaltic Concrete Patching Material - TXDOT DMS 9202 a. Material shall be on the TxDOT pre-approved Material Producer List for DMS 9202 2 4. Tack Coat - Specification Subsection 4.23 5. Prime Coat - Specification Subsection 4.23 6. Joint Sealant - Specification Subsection 4.23 Measurement and Payment: Measurement and payment will be made in accordance with the bid prices for this project. The Measurement and Payment sections of the Specifications are not applicable. All work items not identified in this paragraph or the Bid Submittal Work Sheet shall be considered as incidental to the project and no additional payment will be made. Mobilization and Demobilization: This item will be measured as a quantity of one (1) for each work order which the Contractor mobilizes to and demobilizes from. Traffic Control: This item will be measured as a quantity of one (1) for each work order for which the Contractor must set up, maintain, and take down static traffic control. Traffic Control Through an Intersection: This item will be measured based on the number of controlled intersections (signalized or all-way stop) for which the Contractor must set up, maintain, and take down static traffic control. Arrow Board Per Day: This item will be measured based on the number of arrow boards required for traffic control. An arrow board which is used to complete multiple work orders in a day will only be counted as a quantity of one (1) Arrow Board per Day. HMAC Pavement: This item will be measured based on the tonnage of hot-mix asphaltic concrete placed by the Contractor. Flexible Base: This item will be measured based on the tonnage of flexible base placed by the Contractor. Prime Coat: This item will be measured by the square yard of Prime Coat placed by the Contractor. Quality Assurance Testing: Where called for in the Specifications, the Contractor will not be required to perform Quality Assurance testing. However, the City reserves the right to perform Quality Assurance testing at its own cost. Work products or materials which do not pass QA testing may be rejected at the City's discretion and the cost for removal and replacement shall be performed at the Contractor's expense. Contractor Equipment and Vehicles: Equipment to be used as a part of the project shall meet the requirements of Specification Subsection 4.25 Equipment for Hot-Mix Asphaltic Concrete. Additionally, all Contractor Equipment and Vehicles shall be clearly labeled with company name and vehicle numbers and be equipped with lighting meeting the Texas Department of Transportation Lighting Standards for Highway Maintenance or Construction Vehicles and Service Vehicles in accordance with Texas Transportation Code Section 547.305(e).
