Site work and paving for a mixed-use development in Snohomish, Washington. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The City of Snohomish is seeking a contractor to furnish all labor, materials, and equipment necessary to replace sewer mains, manholes and side sewers, and storm drainage facilities in 10th Street & Avenue A, and in Avenue D (Alternate Added Bid) to replace water and storm drainage facilities and upgrade ADA ramps in 10th Street, Avenue A and D, install traffic calming devices in 10th Street, and rebuild or repair pavement sections prior to a grind and overlay of 10th Street and Avenue A and D in Snohomish, WA. Additional work, associated with this contract is traffic control, erosion & sedimentation control, potholing, sewer bypassing, curb, gutter, driveway and sidewalk restoration of disturbed improvements and striping replacement and modifications. The 10th Street project area extends from Avenue D to Maple Avenue. The Avenue A portion associated with the project extends from 10th Street to 11th Street. The Avenue D Alternate Added Bid extends from approximately 10th Street to 2nd Street. All work to be performed under this contract shall be performed as shown in the project plans and as specified in the technical provisions for the City of Snohomish. Estimate: $6,300,000 to $10,000,000 A one hundred percent (100%) Contractor's Performance and Payment Bond is required. The bond must be delivered to the Snohomish City Clerk within ten (10) working days after notification of the award to the successful bidder. The Bond must be approved by City officials before the contract award is final. No Bid Shall Be Considered Unless Accompanied by Such Bid Proposal Deposit. If the Successful Bidder Does Not Enter Into a Contract and File a Performance and Payment Bond and the Required Insurance Certificates, With the City of S Nohomish Within Ten (10) Working Days After Notice Of awa Rd Of bid, the Amount Of the Bid Deposit Shall Be Forfeited to the City of Snohomish. Unsuccessful Bidders' Deposits Will Be Returned Upon City's Execution of Contract Documents or Rejection of All Bids. Mandatory 15% apprentice labor hours of the total labor hours are a requirement ofthe construction contract. Voluntary workforce diversity goals for this apprentice participation are identified in the Instructions to Bidders and the General Conditions for Washington State Facility Construction. Bidders may contact the Department of Labor & Industries, Apprenticeship Section, to obtain information on available apprenticeship programs. The bidder further agrees to begin work within ten (10) working days after Notice to Proceed has been issued by the City of Snohomish. The Contractor shall complete the work covered under the Base Bid work within One Hundred and Sixty (160) working days or shall complete the work within Two-Hundred and Fifty (250) with the additional Alternate Added Bid work. Payment of liquidated damages will be made by the Contractor to the City in the amount specified in the Contract if the construction work is not physically completed within the allotted working days, in accordance with Section 1-08.9 of the Standard Specifications. The City of Snohomish reserves the right to reject any or all bids, and to waive irregularities or informalities in the bid or in the opening. The City of Snohomish reserves the right to delete portions of the work.No bidder may withdraw his bid after the hour set for the opening thereof, or before award of contract, unless said award is delayed for a period exceeding sixty (60) calendar days. A certificate of liability insurance reflecting the required public works contract insurance limits for this project must be furnished to the City of Snohomish within ten (10) working days after Notice of Award of Bid. This insurance certificate shall also specifically name the City of Snohomish as an additional insured. The successful bidder may not commence work under this contract until all required insurance coverage has been approved by the City.
