Reference Number 0000294691 Question Acceptance Deadline 2025/06/16 12:00:00 AM CDT The Municipality of Souris-Glenwood (the Municipality) has identified a bridge located on RD129W over the Plum Creek, West of Souris that has structural concerns. The Municipality requires a Contractor to provide professional management services to coordinate and complete a rehabilitation of this bridge. The delivery of the project requires the Proponent to provide management services throughout all phases of the project. The Proponent shall propose a standard CCDC (Canadian Construction Documents Committee) contract delivery model that provides for the integration of the design and construction process to deliver the project in a way that meets municipal requirements, meets applicable engineering requirements, provides value for the Municipality, and ensures work meets schedule, budget and quality requirements. The Municipality of Souris-Glenwood requires maintenance and rehabilitation work on a two-span timber bridge over the Plum Cheek, located 5 miles west of Souris on RD 129W, 1.4 miles North. Map location shown in 'Appendix A' Existing bridge is a two span, 40' long x 24' wide, timber bridge consisting of 12" timber piles, 12x12 pile caps, 6x17 stringers and 2x4 rough sawn nail laminated deck. The load evaluation revealed the existing stringers being deficient for full truck loading The following deficiencies have been noted: SU1 North abutment pile cap is rotten and split vertically Pile heaving at East end of SU2 pier at ~4" with deck curling up at East end SU3 pile cap rotates backwards and away from the stream at East end Stringer 13, spans 1 and 2, have timber planks fastened to the interior and exterior faces preventing a proper inspection, may require addressing Gravel buildup along edges preventing proper runoff Guard-rail system appears too low with sections of deformed w-beam and missing connection bolts Guard-rail posts are undersized and too low Hazard markers are too low and multiple are hashed in the wrong direction The upgrades will ensure that full truck load rating is attained and certified by a professional engineer. The bridge is just outside of the town of Souris and receives higher traffic than a typical rural bridge, in particular during Spring Road Restrictions. As part of the management services, Proponents will be required to recommend one or more options for repairing the bridge. Upon award, the Proponent will use the contract model outlined in their proposal to work together with the Municipality and carry out the agreed upon repair.
