Pre-Demolition Hazardous Materials Survey Poe Homes - 800 W. Lexington Street, Baltimore, MD 21201 Issued by: Housing Authority of Baltimore City (HABC) 1. Introduction The Housing Authority of Baltimore City (HABC) is seeking proposals from qualified environmental consulting firms to perform a comprehensive pre-demolition hazardous materials survey at the Poe Homes complex, located at 800 W. Lexington Street, Baltimore, Maryland 21201. The intent of this survey is to identify asbestos-containing materials (ACMs), lead-based paint, mercury, PCBs, and other hazardous materials in preparation for the future demolition of structures at the site. 2. Project Overview The Poe Homes complex includes: - 25 residential buildings (288 residential units) as follows: Type 1 - Buildings 2-8, 10-11 and 20-24 (14 total) Type 2 - Buildings 12-19 (8 total) Type 3 - Buildings 9 and 25 Type 4 - Building 1 - One community center/boiler building - One smokestack The buildings were constructed in 1939 and were extensively renovated in the 1990s. They are primarily brick structures with A-frame shingled roofs and crawlspaces. The original built-up flat roofing systems remains beneath current roofing systems. 3. Scope of Work Task 1.0 - ACM Survey Conduct detailed inspections per EPA-AHERA and NESHAP 40 CFR Part 61. Include both interior and exterior assessments. Use destructive techniques as needed to access hidden materials. Collect and analyze up to 1,000 bulk samples via NVLAP-accredited laboratory using PLM method. Inspect crawlspaces and tunnels under OSHA confined space requirements. Conduct roof sampling using safe lifting equipment. Inspect boiler plant and smokestack, including internal components and piping. Task 2.0 - Intrusive Waterproofing Sampling Excavate up to seven (7) small pits (3'x3', depth up to 5') at building perimeters to investigate below-grade waterproofing. Perform private utility marking prior to excavation. Ensure all safety protocols are in place, including shoring and PPE. Restore test pits using on-site material. Task 3.0 - Universal Waste and Hazardous Materials Assessment Document presence of universal and hazardous wastes including mercury light bulbs, thermostats, smoke detectors, fire extinguishers, PCB-containing devices, refrigerants, oils, tanks, transformers, etc. Collect and analyze smokestack ash/slag for TCLP RCRA 8 metals, VOCs, SVOCs, and PCBs. PCBs found in caulking around windows and doors must be look at closely. Task 4.0 - Survey Report Provide a detailed report including summary tables of identified ACMs, annotated building plans with sample locations, inventory of hazardous materials and universal wastes, analytical results, and abatement and disposal recommendations. Task 5.0 - ACM Abatement Specifications Develop regulatory-compliant abatement specifications for all identified ACMs. Specifications must be prepared by a licensed/accredited asbestos project designer. Task 6.0 - Contingency Flat Roof Survey If required, conduct roof test-cuts using exterior boom lift equipment. Implement lift safety measures for all elevated work. 4. Deliverables One electronic PDF report containing all findings and recommendations. Annotated floor plans and materials inventory. Separate specifications for asbestos abatement.
