A ribbon cutting was held June 27 to officially open the $13 million project that reconstructed a runway. This was the first time the runway was reconstructed since it was built in the 1940s for Sewart Air Force _______________________________________ all work connected with following project: Runway 14-32 Pavement Reconstruction and Runway Safety Area (RSA) Improvements - Project 1" TDOT Aeronautics Division (TAD) Project No. 75-555-0187-24 AtkinsRealis Project No. 100083013. The project involves rehabilitation and reconstruction of portions of the pavements for the airport's Primary 8,037 ft by 150 ft runway and the re-grading of the associated adjacent Runway Safety Areas (RSAs) out to a 500-ft overall width. Along with these paving and grading efforts, the project will include miscellaneous storm drainage improvements, runway edge lighting improvements, internally lit signage relocations, new supplemental wind cones, new Precision Approach Path Indicators (PAPIs) for each runway end, and replacement of the Runway 32 approach light system's threshold bar. This Project 1 will focus on the rehabilitation of 2,500 feet of the runway's length at the Runway 14 end and the reconstruction of 3,187 feet of the runway's length at the Runway 32 end. Some key approximate quantities for the various paving and grading efforts include the following: Removal to a 12-inch depth of 11,230 square yards of light duty weathered asphalt in a paved overrun area, and re-grading with topsoil placement for turf establishment. Milling for the removal of 5 inches of asphalt from 41,690 square yards of asphalt pavement for pavement rehabilitation, and placement of 16,000 tons of asphalt overlay pavement. Milling for the removal of 6 to 9 inches of asphalt from atop 26,700 square yards of composite pavement areas, rubblization of that underlying concrete; placement of 14,400 tons of crushed aggregate base atop the rolled rubblized layer, and 6,700 tons of asphalt surface paving. Removal of 28,650 square yards of other pavement areas where composite pavements include an 8-inch concrete thickness and several layers of asphalt overlay for a median total depth of 15 inches; placement of fill from onsite excavations and grading these areas to a uniform 14 inches below the proposed reconstruction surface; creation of a 10-inch thick cement-stabilized subgrade layer; placement of 19,000 tons of crushed aggregate base and 6,900 tons of asphalt surface paving. Performing during composite pavement removal and RSA grading up to approximately 23,300 cubic yards of undercut and backfill; Grading and turf stabilization on over 63 acres of other RSA and surrounding areas bordering the pavement reconstruction extents, with the stripping and replacement of 34,000 cubic yards of topsoil, 16,900 cubic yards of excavation to on-site embankment areas, and another 35,100 cubic yards of excavation to off-site disposal. The reconstruction of the remaining central 2,350 linear feet of the 8,037-foot runway, along with approximately 300 feet in each direction along the intersecting Runway 1-19, will be excluded from this project. That work, and associated RSA grading improvements and edge lighting improvements, are anticipated to be undertaken in a future "Project 2" that will follow closely after completion of the Project 1 work. Each proposal must be accompanied by a Bidder's Bond on the form contained in the Proposal from a Surety Company acceptable to the Smyrna/Rutherford County Airport Authority or a Cashier's Check or Certified Check made payable to the Smyrna/Rutherford County Airport Authority for not less than 5 percent of the total amount of the bid. A100% Contract Bond will be required. The Smyrna/Rutherford County Airport Authority reserves the right to reject any and/or all bids, to waive any informalities and technicalities in the bids received and to accept any bid which, in its opinion, may be in the best interest of the Authority. Prospective bidders should read the instructions for preparing bids in the Project Specifications carefully before submitting their bids and must supply all the information required therein within the time limits specified. Bids are required to remain open for acceptance or rejection for a period of ninety (90) days after the bid opening. The bidder must have at his disposal the necessary equipment to put on the project when notice is given to begin work and to do the work within a time specified. The proposal of any bidder will be rejected if the award of the work for which the proposal is submitted may, in the judgement of the Smyrna/Rutherford County Airport Authority, affect the workmanship, financing or progress of other work awarded to the bidder in the same letting or other work which the bidder may have under contract. Award of this contract is contingent upon the availability of funds. The complete examination and understanding of the Plans and Specifications and the proposed work site is necessary in order for the bidder to properly submit a proposal. Time limit for completion of the work is as shown on the proposal. Liquidated damages for delay of completion of contract will be in accordance with the General Provisions of the Specifications. The successful bidder shall hold and save harmless the Smyrna/Rutherford County Airport Authority from liability in connection with patents. All bidders must be licensed contractors as required by the Contractor's Licensing Act of 1976, T.C.A. 62-6-101, et.seq. The Contractor will be required to comply with the wage and labor requirements and to pay minimum wages in accordance with the schedule of wage rates as required by T.C.A., Title 12, Chapter 4, as amended, and in accordance with federal prevailing wage laws. Envelopes containing proposals must be sealed, addressed to the Smyrna/Rutherford County Airport Authority, Smyrna Airport, Smyrna, TN 37167 and marked with the Contractor's name, Tennessee License Number, Classification, Expiration date and the following project title: "Runway 14-32 Pavement Reconstruction and Runway Safety Area (RSA) Improvements - Project 1" The end of the period for questions to be submitted in writing was 5:00 p.m. CDT on Wednesday, June 18th, 2025 as per Addendum 2
