Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.

Bids from contractors for a rehabilitation project at a house located at 1322 14 1/2 Street. This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. Scope of Work The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. This project will have three parts. The first part will be to brace up the front porch roof and remove the deck framing, flooring, and wood steps. Install a new footing system designed to carry the new deck and roof load. Footing inspections are required before pouring the concrete. Install new deck structure in the same foot print of the existing roof. This will need to carry floor load while supporting the roof load. Modifications may be made on the roof beam to accommodate the new support columns. Framing inspection is required before decking is laid. Finished product needs to be treated framing material, 5/4 decking, treated handrailing around the deck, approved fasteners and hold downs. The steps will need to be code complaint. The steps will be attached to the deck framing and land on the existing concrete. Steps must have stringers with 7 3/4 " or less rise, 10" minimum run, handrailing, solid treads and full risers. Remove the 1/4 round on the inside of porch ceiling and the crown molding on the soffit around the porch. Wrap the beam in break metal up to the bead board on the inside. Wrap the exterior side of beam and soffit. The bead board will remain intact through to the finished project. The second part of this project is to replace 4 prechosen windows. Replace 2-kitchen windows located North and West side, 1-bathroom window with obscured glass South side, and 1-living room window South side. Windows must meet the energy code and building code. Windows will be double hung with full screens and have tilt-in capabilities. There is currently exterior break metal around the window of the original windows. This can be left intact and new window stops can be applied to exterior once units are installed. These stops must be wrapped with break metal and caulked. Install insulation around all four sides of each unit. Window reveals must be parallel to frames and sashes must operate freely with little effort. The final task for this project is to replace all the gutters and downs. The gutter will need to be 6" seamless. No gutter guards. If you can reuse the existing roof straps that will be acceptable. However if any are removed then the existing penetrations will need to be caulked with approved product designed to seal roofing. There is a specific way for these gutters and downs to drain. Recommend contacting Construction Officer to set up a site meeting for this task. All downs will be 5" and have hinged elbows at the tail pipes. Tail pipes will need to be minimum of 4'. Each down must have minimum of two straps per 8' section of down. If wall exceeds 9' additional straps will be required Building permit before work begins. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged. The lowest bid shall not automatically guarantee that a contractor will get the work they bid on. Bids shall be reviewed for pricing, experience, previous work history, references, State Licenses, State Registration, insurances, bonds, subcontractors, equipment owned, equipment rented, operator experience, and financial stability. The City at its sole discretion shall decide after a review which contractor, if any, is responsive to the invitation to bid. All bidding and award procedures undertaken by the City in regard to this project shall be consistent with the City's adopted procurement procedures. Submitted bid prices shall remain valid for 60 days after bid opening. The primary contact person for this project is the City's Construction Officer. The cost of the work must be separated into line items with individual costs in addition to providing a total project cost. Labor costs and material costs must be clearly delineated. The company name, federal tax ID number, Duns number, contact person, email, phone number, and a date with signature are all required as well.
