Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.

The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 800 24th Street. This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. Contractors who have submitted bids may attend but are not required to do so. A bid tabulation shall be posted online afterward. All questions shall be directed to the Construction Officer at 309-732-2906. The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. Remove the chimney from the roof down below the roof line. Making sure that there is a liner that pulls the flue gases from the basement out through the roof. Install new galvanized pipe, flashing, storm collar, and weather cap. Some framing maybe needed along with sheathing covering the old area from the existing chimney. Remove existing shingles from the roof down to the roof sheathing. Check for excessively wide gaps in the roof planking. The back side of the roof should have been resheathed under previous permit. However the front side l There is some rotted fascia and rakes that will need to be replace with 1 by material. Install that Ice and snow guard in all of the valleys and lower edges of the roof line. This must cover 2' higher than the exterior plate line. Approved water barrier over the remain roof sheathing. Install new 2' style D roof edging throughout. Install 35-year architectural shingles of the homeowner's choice. Install a shingle over ridge vent following manufacture's instruction. Allow maximum cut back of the ridge line for ventilation. Install new plumbing flashing boots, extend the plumbing vents if less the 12" on the shallow side. Patch all the turtle vent holes with approved sheathing material. Install all head flashing and new step flashing at the wall lines. Install new seamless 6" gutters on the overhangs with a minimum of 1/4 " per foot of fall. Install downs in locations that will not shed water on to the neighboring property or cause basement flooding. Install 4' tailpipes off the downs with hinged elbows. White aluminum with matching screws and hardware. The final part of this project is for a licensed plumber to remove cast iron vents and waste lines in the basement. There are sections of existing piping that is decayed to the point is it no longer present. Replace everything in new PVC with appropriate in-line clean outs. There is evidence that this sewer line does not go out under the concrete floor or to any visible floor drain and an existing horizontal clean out is located in the concrete on the knee wall near the furnace. There may be some reconfiguring of lines to bring up code compliancy. All work must have a building and plumbing permit before work starts. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged. Bidder Qualifications & Requirements 1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured. 2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meeting all local, state, and federal requirements to perform requested work. Contractors maybe required additional plans upon permit submittals. 3. Bidders must have and provide proof of General Liability, Vehicle, and Workers Compensation Insurances and name the City of Rock Island as a Certificate Holder. 4. Bidders must own or be able to rent sufficient equipment to complete the work. Awarding Contracts The lowest bid shall not automatically guarantee that a contractor will get the work they bid on. Bids shall be reviewed for pricing, experience, previous work history, references, State Licenses, State Registration, insurances, bonds, subcontractors, equipment owned, equipment rented, operator experience, and financial stability. The City at its sole discretion shall decide after a review which contractor, if any, is responsive to the invitation to bid. All bidding and award procedures undertaken by the City in regard to this project shall be consistent with the City's adopted procurement procedures. Submitted bid prices shall remain valid for 60 days after bid opening. Bidder Responsibility Bidders shall keep the bidding process confidential. Each bidder shall be fully acquainted with conditions relating to the site, the scope of work, any current EPA and HUD regulations pertaining to the work, and restrictions associated with acceptable execution of requested work. Failure or omission of the bidder to acquaint themselves with site conditions shall in no way relieve them of any obligation with respect to their bid or subsequent contract. Federal, State, and Local Reporting Compliance The contractor shall provide financial and programmatic information as required by the City of Rock Island to comply with all Federal, State, and local law reporting requirements. The contractor shall also adhere to all applicable Federal, State and local regulations including but not limited to the following. o US Department of Housing and Urban Development (HUD): 24 CFR 35 o US Environmental Protection Agency (EPA): 40 CFR 745 o US Occupational Safety and Health Administration (OSHA): 29 CFR 1926 The primary contact person for this project is the City's Construction Officer.
