Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.
The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 1100 4th Street. This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. Contractors who have submitted bids may attend but are not required to do so. A bid tabulation shall be posted online afterward. All questions shall be directed to the Construction Officer at 309-732-2906. Scope of Work The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. Remove the aluminum siding leaving the soffit and fascia intact. There is one piece of fascia on the west rake that is missing and will need a new one bent, then installed. There will be a layer of house wrap and fan-fold installed over the original siding wood siding. All seams will be taped and final layer will have plastic cap nails holding the foam in place. This project will include installation of vinyl double 4" with standard colors and thickness siding. Homeowner will choose a color from color selections that the contractor provides. All penetrations through the walls will require a split siding block or light block matching the siding color and caulk with color matching approved exterior caulk. Appropriate color channeling and trims are required including the top course of siding installed into a utility trim with snap lock application, preventing top course of siding from unengaging. Install break metal on the existing windows over the bare exterior stops. I had a count of 7 units. Caulk to the window and trim metal with quad white caulk. The two exterior lights will be replaced with LED double floods on motion sensors. One is at the back door and a wall mount the other is at the front door and is hung from the soffit. Remove the metal railing from the front porch cutting it flush wit the concrete. Install a black metal railing with tube balusters. Use Matching square tube posts fasten to the concrete top and stairs with approved fasteners. This railing system must be able to withstand 200lbs of side pressure. Do not fasten the return end to the house. Install 3 new tail pipes to the downs minimum 4' with hinged brackets. Remove the elbow off the tail pipe that is currently still installed and reinstall a hinge bracket to that one matching the other 3. Install a Co2/smoker in the basement near the gas fired appliance. This will need to have a 10-battery life. At the waterheater flue where it meets the brick chimney it needs to be parged with a mortar mix sealing off the metal pipe. Permits are required before work begins. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged. Bidder Qualifications & Requirements 1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured. 2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meeting all local, state, and federal requirements to perform requested work. 3. Bidders must have and provide proof of General Liability, Vehicle, and Workers Compensation Insurances and name the City of Rock Island as a Certificate Holder. 4. Bidders must own or be able to rent sufficient equipment to complete the work. Awarding Contracts The lowest bid shall not automatically guarantee that a contractor will get the work they bid on. Bids shall be reviewed for pricing, experience, previous work history, references, State Licenses, State Registration, insurances, bonds, subcontractors, equipment owned, equipment rented, operator experience, and financial stability. The City at its sole discretion shall decide after a review which contractor, if any, is responsive to the invitation to bid. All bidding and award procedures undertaken by the City in regard to this project shall be consistent with the City's adopted procurement procedures. Submitted bid prices shall remain valid for 60 days after bid opening. Bidder Responsibility Bidders shall keep the bidding process confidential. Each bidder shall be fully acquainted with conditions relating to the site, the scope of work, any current EPA and HUD regulations pertaining to the work, and restrictions associated with acceptable execution of requested work. Failure or omission of the bidder to acquaint themselves with site conditions shall in no way relieve them of any obligation with respect to their bid or subsequent contract. Federal, State, and Local Reporting Compliance The contractor shall provide financial and programmatic information as required by the City of Rock Island to comply with all Federal, State, and local law reporting requirements. The contractor shall also adhere to all applicable Federal, State and local regulations including but not limited to the following. o US Department of Housing and Urban Development (HUD): 24 CFR 35 o US Environmental Protection Agency (EPA): 40 CFR 745 o US Occupational Safety and Health Administration (OSHA): 29 CFR 1926 Contact Information The primary contact person for this project is the City's Construction Officer.
