The Fire Prevention Bureau of the Palo Alto Fire Department is looking for experienced Fire Planning Technicians, Fire and HazMat Plan Reviewers, and a HazMat Environmental Consultant(s). These positions are to assist in the intake of Fire and Hazardous Materials permits, review, comment and deny/approve plans for Fire, HazMat as well as Building Permits which have a Fire/HazMat component. Withdrawal or Modification of Proposals A Proposer may withdraw or modify its proposal at any time before the expiration of the time for submission of proposals as provided in the RFP by entering the project on OpenGov and selecting to "unsubmit" the proposal. Proposal must be resubmitted after using the "unsubmit" button and making any updates or modifications to the submittal or it shall not be considered as a valid submittal. No request for modification of the proposal shall be considered after its submission and acceptance on grounds that Proposer was not fully informed to any fact or condition. 2.5. Rights of the City of Palo Alto This RFP does not commit the City to enter into a contract, nor does it obligate the City to pay for any costs incurred in preparation and submission of proposals or in anticipation of a contract. The City reserves the right to: Make the selection based on its sole discretion Reject any and all proposals Issue subsequent Requests for Proposals Postpone opening for its own convenience Remedy technical errors in the Request for Proposals process Approve or disapprove the use of particular subconsultants Negotiate with any, all or none of the Proposers Accept other than the lowest offer Waive informalities and irregularities in the Proposals and/or Enter into an agreement with another Proposer in the event the originally selected Proposer defaults or fails to execute an agreement with the City An agreement shall not be binding on the City unless and until it is executed by authorized representatives of the City and of the Proposer. The City of Palo Alto is searching for vendors to supply professional services consisting of Permit Processing, and Plan Check services. The City intends to award multiple contracts for these services. Billing will be based on time and materials. Proposers should include their firm's expertise and billable rate for each job description listed and any others proposed. Also include any previous experience you have had with the City of Palo Alto or with other government agencies. Proposals shall include a Consultant Lead ("Lead"). Consultant staff shall work under the supervision of the Lead as assigned by the consultant firm, in consultation with the Fire Marshal, Assistant Fire Marshal or designee. Consultant Lead shall act as a project manager and liaison between City and consultant staff. When requested to provide additional assistance, consultant shall provide to the City resumes (including licenses and other credentials) of all individuals proposed to perform requested services. The City retains the right to reject any or all of consultant's staff. Consultants shall provide personnel capable of reviewing and providing recommendations to written City guidelines. Proposers will be responsible for providing all equipment and training necessary to perform the work, unless otherwise directed by the City. Proposers shall ensure, at their sole expense, that consultant staff maintain certifications required to perform the services requested by the City. Training is the responsibility of the consultant where staff must maintain training and certifications as required by State regulations and training on the City's local amendments to city code. Consultants are further responsible for providing IT security, ethics, and harassment training to assigned staff that complies with the City's standards. Consultants shall not charge the City for training, time in training, or any expenses related to training. If the proposal includes subconsultants, the proposal will clearly indicate all overhead costs included for overseeing the subcontract. Reimbursable expenses shall be reimbursed at cost. The method of Contractor Selection has not been Determined at this time.
