The North Shore Water Reclamation District (NSWRD) owns and operates wastewater collection, transmission, and treatment infrastructure across Lake County, IL. This wastewater infrastructure includes three wastewater reclamation facilities (WRF's) and ten pumping stations (PS's). The reliable operation of these facilities is critical to maintaining a high level of wastewater service to its customers. Electrical systems which are installed properly, maintained in good working condition, and safe for personnel are necessary to achieve the highest level of reliability. To this end, the District recently engaged a consultant to perform a condition assessment on all of its major electrical equipment. Using the results of the condition assessment a master plan was developed to upgrade the aging electrical infrastructure over the next several years. Projects identified in the master plan include the upgrade of the Main Switchgear and Generators at all three of the District's Water Reclamation Facilities. The Project Technical Narratives for these projects are included in Appendix 1 of the REOI document. The purpose of this Request for Expression of Interest (REOI) is to identify firms that are capable of performing the design and bidding services for the scope of work outlined in the Project Technical Narratives. The response to the REOI should include, at a minimum, details of the firm's experience with similar projects, project references, and a description of key personnel's specialized experience pertaining to the work involved. The District will review the responses then select no less than 3 firms which it determines to be the most qualified to provide services for the project and rank them in order of qualifications to provide services regarding the specific project. The District shall then contact the firm ranked most preferred and attempt to negotiate a contract at a fair and reasonable compensation, considering the estimated value, scope, complexity, and professional nature of the services to be rendered. The District assumes no liability or responsibility for the failure or inability of any Vendor to successfully download any and all contract documents, including but not limited to specifications, proposal forms and/or plans, as a result of any type of technological computer and/or software system failure or breakdown that restricts, prohibits or prevents successful downloading of any and all District contract documents by the Vendor, whether caused by the District or other parties, directly or indirectly.
