The City seeks professional engineering services from a qualified and experienced consulting firm to perform an engineering assessment of four existing potable water hydropneumatic pump stations. Such services shall include but not be limited to: coordination with City operations and City engineering staff; research/review the record drawings and site conditions; conduct the required engineering calculations to determine the hydraulic capacity of the pumps, assess whether or not the existing piping/equipment configuration best provides the required flow rate for the served zone, develop a preliminary design report (PDR) to include recommendations regarding piping, standby engine generator incorporation, flow requirements, wildfire requirements necessary for the zone as well as nearby agency (Southern California) similar improvement/regulations; attend monthly coordination meetings as needed with the City's Project Manager, coordinate and attend a workshop to provide the draft recommendations, incorporate the draft recommendations into a final project pump station flow capacity, configuration and operation analysis document, prepare and finalize the assessment based on City input. Question Submission Deadline:June 12, 2025, 4:00pm Hydropneumatic Pump Station Zone Improvement - Engineering Consultant shall perform professional engineering assessment of the existing pump stations service in conjunction with the Hydropneumatic Pump Station Zone Improvement project. Below is the Scope of Work as envisioned by the City. Proposers (consultants) shall note that the Scope of Work, at a minimum, shall include all tasks listed below, however, you are expected to also identify all other additional tasks and services, to be titled Optional/Additional Scope" (shown below as a separate task), that you feel are required or advisable for successful completion of the project. Proposers shall provide their qualifications for Items A through D below, however, a detailed proposal, completion schedule, and fee proposal should only be prepared and submitted for the tasks listed under Item A: Research, Condition Assessment and Alternatives Analysis at this time. Consultant shall be required to perform the following tasks, at a minimum: A. Research, Pump Station Assessment, Fire Flow Requirements/Regulations and System Zone Analysis Document Preparation i. Coordinate with City operations and engineering staff. ii. Research/review existing pump station configurations and required regulatory supply. iii. Review/document other Southern California potable water service provider engineering/infrastructure responses to combat wildfires and how they relate to these four City locations. iv. Attend meetings (coordination and technical workshop) - prepare for and conduct. v. Prepare a draft and final engineering preliminary design report (PDR) document for the existing four hydropneumatic potable water zones documenting the results/recommendations from the tasks above. vi. Review the draft assessment document with City staff and the City's Project Manager. B. Design and Engineering Phase Support Services - to be awarded later i. Provide design phase services consisting of: Design of recommended improvements. Preparation of construction ready plans and technical specifications. C. Bid Phase Support Services - to be awarded later Provide bid phase support consisting of: Attend pre-bid meeting. Respond to up to 3 Requests for Information (RFIs).
