Site work and paving for a mixed-use development in Topeka, Kansas. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The City of Topeka is soliciting proposals from qualified firms to provide professional engineering services for Project Nos. 601161.00 and 261007.00, collectively referred to as the 2025 Topeka DREAMS Program (Initiatives 2 and 3) (the Project). The selected firm will be responsible for preparing engineering designs and construction documents for a variety of Public Asset Improvement Projects. Scope of Services This project will result in the preparation of construction-ready drawings and project manuals for various sub-projects included in the 2025 DREAMS Program. All design and construction documents shall conform to the City of Topeka and Shawnee County Standard Technical Specifications. Basic services to be provided by the Consultant may include, but are not limited to, the following: 1. Project Coordination and Management Meet with City staff at critical stages throughout the design process to review progress and coordinate next steps. Provide full design and management services for each sub-project awarded under the 2025 DREAMS Program. A summary of the awarded project scopes is included at the end of this document. Meetings with the City staff who developed these scopes will be required to confirm project intent and available budget. 2. Surveying and Field Work Perform necessary field work and topographic surveys to support the design. 3. Design Services Provide design services for roadway and related public infrastructure improvements as warranted, including but not limited to: a. Asphalt mill and overlay b. Full-depth pavement replacement c. Curb and gutter d. Inlet tops e. Sidewalks and sidewalk ramps f. Pavement markings and signing 4. Utility and Right-of-Way Coordination Coordinate with the City Utilities Department to evaluate the condition of existing utility assets and determine if improvements or replacements should be incorporated into the project scope. Work with the City's Right-of-Way Agent to prepare legal descriptions and assist in the acquisition of any required right-of-way and/or temporary easements. 5. Design Submittals Prepare and submit conceptual design documents (30% complete), including an Engineer's Probable Cost of Construction (EPCC). Prepare and submit field-check design documents (60% complete) with an updated EPCC. Prepare and submit office-check drawings and project manual (90% complete), along with an updated EPCC. Prepare and submit final drawings, project manual, invitation to bid, bid form, and final EPCC for the purpose of bidding the project. 6. Public Engagement Attend and/or facilitate public meetings as needed for individual projects. The Office of Inclusive Communities will determine the need for public engagement. The Consultant shall coordinate with the City Communications Specialist to provide appropriate notifications and meeting information. 7. Bidding Assistance Respond to questions from prospective bidders and prepare addenda as necessary during the bidding process. Prepare a bid tabulation and provide a recommendation for award of construction contract. 8. Construction Inspection Provide full-service inspection on all the projects. This shall include daily inspection logs and material testing. Inspection services shall meet all requirements & testing frequencies mentioned in the City Specifications Manual
