The Town of Newington is requesting proposals for Hazardous Materials Testing and Monitoring Services for the John Wallace Middle School Project. The Town of Newington is requesting proposals from experienced industrial hygienist and environmental engineering firms for professional services related to hazardous materials testing and monitoring services related to the renovation of the existing three wings (3, 4, and 6) 25,734 SF of the 127,909 Total square feet of the John Wallace Middle School, located at 71 Halleran Drive in Newington, CT. Hazardous materials include, but are not limited to, asbestos, lead paint, PCBs, mold, radon, refrigerants, mercury, conditions or substances that would adversely impact indoor air quality, as well as potentially harmful chemicals, solvents, hydraulic fluids, and heating oils. The Town is seeking proposals from qualified firms to join the building project team, which currently consists of Newfield Construction of Hartford as the Construction Manager at Risk, Friar Architecture of Farmington as the Project Architect, and Construction Solutions Group of East Hartford as the Owner's Representative. Oversight of the project by the Town is under the overall direction of the Town Manager and the Project Building Committee. Other town staff may also be assigned to the project. The project has been approved by a Town-wide referendum. The Town will expect to have all construction completed within twelve months after the start of construction. The respondents selected will be expected to assist Town staff and part-time oversight organizations such as the Town Council, the Board of Education, and the Project Building Committee through completion of the project by providing technical assistance. Tasks: Asbestos & PCB Abatement Monitoring - Summer 2025 Wings 3, 4, and 6. Requires compliance reporting. Abatement Monitoring 2026 -Wing 6. Requires compliance reporting. Engineering Support - asbestos designer to attend construction meetings, respond to RFI's, review submittals, review requisitions, and coordinate our work with the CM. Indoor Air Quality Monitoring - Initial & Periodic - budget for 4 visits All reports shall be provided via e-mail PDF copies to Team once testing is complete. The Town of Newington reserves the right to reject any or all proposals. Please note: This is a Tax exempt and Prevailing wage job. All questions shall be presented at least four business days prior to the submission deadline to allow for the preparation and distribution of addenda. Any addenda will be posted online.
