INTRODUCTION BL Companies was retained by the State of Connecticut Department of Transportation (CTDOT) to conduct a Task 210 Subsurface Site Investigation (SSI) in support of CTDOT Project No. 109- 0175, Farmington Canal Heritage Trail - Town Line Road to Norton Park Plainville, Connecticut. This report provides a brief description and history of the project area, a discussion of the local environment and receptors, the investigation rationale, a summary of the data obtained during the investigation, an interpretation of the results with respect to the appropriate regulatory criteria, and recommendations. 1.1 Background and Purpose This project is located in the Town of Plainville, begins at the intersection of Town Line Road and Redstone Street, and extends north to an existing parking area at Norton Park. The Farmington Canal Heritage Trail (FCHT) is a non-motorized transportation route built on a historic rail corridor formally known as the Canal Line in Connecticut and Massachusetts. It has a total length of 84 miles and is part of the larger East Coast Greenway trail system. There is no existing trail network within the limits of this project, which consists of constructing a new section of the FCHT over existing wetlands, along the canal on the raised berm known as the Tow Path, and along the canal adjacent to the border of Norton Park. This project will include the construction of 0.76 miles of multi-use trail, a 250-foot section of precast concrete boardwalk over wetlands, two (2) pedestrian bridges, a 2,000-cubic-yard wetland expansion, and a parking area. In addition, two (2) 36-inch corrugated metal pipe culverts will be replaced with two extended 36 reinforced concrete pipe culverts. The site's location and pertinent features are depicted on the enclosed Site Location Map (Figure 1) and Site Investigation Plan (ENV-01). No. 1109(104)) Pre-Bid Conference and/or Site Visit Information: N/A District Number(s): 1- Rocky Hill Contract DBE % Goal or SBE % Set-Aside: DBE 8% Project Scope Code: "F" $ 2,500,000 $ 4,999,999 Prequalification Requirements: Prospective bidders must be prequalified with the Department of Transportation and have on file a sworn Statement (CON 16) by the time of the bid. In order to help ensure that prospective bidders may become prequalified in time for the bid opening for a given contract, contractors should be certain to return the Prequalification Application (CON 16) with all necessary information, signatures and notarized documents, to the DOT Contracts Unit at least thirty (30) calendar days before requesting a bid proposal form for that contract. Bid Bond Security: Except when otherwise specified in the bid documents, no proposal will be considered unless; (a) it is accompanied by a proposal guaranty from a surety company in the form of the Departments (CTDOT) standard bid bond form furnished by the Department, as may be revised, satisfactory to the Commissioner, in an amount equal to at least 30% of the amount of the bid; or (b) the bidder has on file in the Contract Section a current Department (CTDOT) standard annual bid bond form, satisfactory to the Commissioner, on the form furnished by the Department. Question Deadline 08/25/2025 Pre-Bid Questions and Answers: Questions pertaining to DOT advertised construction projects must be presented through the CTDOT Pre-Bid Q and A Website. The Department cannot guarantee that all questions will be answered prior to the bid date. PLEASE NOTE - at 9:00 am Monday (i.e. typical Wednesday Bid Opening) the project(s) being bid will be closed for questions, at which time questions can no longer be submitted through the Q and A Website. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
