Site work, paving and outdoor lighting for a mixed-use development in Hamilton, Ohio. Completed plans call for site work for a sidewalk / parking lot; sidewalk / parking lot; for outdoor lighting for a sidewalk / parking lot; and water / sewer project.
This solicitation seeks bids for a single prime contractor for construction and project coordination. These services include expansion of the Moser Court parking lot to accommodate a training area, parking for an expanding fleet of vehicles, updated lighting and security features, a retention pond and added infrastructure for propane fueling at 3045 Moser Court, Hamilton, OH 45011 . Background Butler County Regional Transit Authority (BCRTA) is the regional transit authority for Butler County, Ohio and is a political subdivision of the State of Ohio, in operation since 1994. BCRTA is headquartered in Hamilton, Ohio with additional hubs in Oxford and Middletown. BCRTA provides over 800,000 rides annually to Butler County residents and visitors, and employs a staff of more than 120 individuals. BCRTA operates thirteen fixed routes, three park-and-ride services, express service to Cincinnati, paratransit transportation for individuals with disabilities, and general public curb-to-curb services. In addition, Butler County RTA supplies contracted transportation services to Miami University in Oxford and provides transportation for Veterans through the Butler County Veterans Service Commission. Butler County RTA runs a fare-free fixed route system. BCRTA is governed by a nine-member Board of Trustees appointed by the Butler County Commissioners. BCRTA's mission is to support Butler County's quality of life and economic development through public transportation solutions. Question Deadline 07/01/2025 at 5:00 PM ET All questions, requests for clarification of the IFB and requests for approved equals should be directed to the Procurement & Compliance Specialist at BCRTA via the Portal's Question and Answer (Q&A) tab The Project consists of the reconfiguration and expansion of existing parking areas, adding a propane fueling station and propane tank storage, additional site security fencing and gates, site lighting, and other improvements as indicated. A. Alternate No. 1 - Propane Tank #3 1. Base Bid Item: No Work. 2. Alternate Item: Provide one (1) LPG Storage tank / container, including the design, permitting, procurement, fabrication, testing, delivery, complete installation, startup/commissioning and training a. Volume: 3,900 Gallons in horizontal orientation.+ All mounting framing, saddles, feet, etc. shall be provided. b. Standard MAWP: 250 PSI @ 200 F. c. Hydrostatic test pressure to be minimum 325 PSIG. d. Code: ASME Section VIII, Div. 1 with National Board registration. e. Standard Materials SA612, SA516-70. f. Exterior to be sand blasted to SSPC.SP10 then painted with minimum 3 mils zinc primer and topcoat in gloss white.+ Topcoat shall be powder coat, or epoxy or approved equal. g. Tank to include all required safety and control equipment including, but not limited to: safety relief valve, automatic isolation valve, level indicator, manual isolation valve and all other equipment required for NFPA 58, ASME and best practice compliance. h. Tank shall be installed on site with all required liquid, vapor and pilot nitrogen lines as per the conceptual drawings.+ All connections shall include manual lockable isolation ball valves. B. Alternate No. 2 - Propane Tank #4 1. Alternate No. 3 - Fueling Canopy - Section 18 00 01. 1. Base Bid Item: Provide a single light pole and base on the fueling island, and two (2) unistrut frames for signage and ESD housing. 2. Alternate Item: Provide One (1) canopy enclosure with integral lighting, steel framing and modified dead-end cleanouts for directing stormwater from the downspouts. a. Canopy shall comply with 180001-General Canopy Specification (Alternate 3)-23 03 28 and the following requirements. If there are discrepancies between 180001 and the following, the following clauses shall govern b. Design assumes three (3) support columns where indicated on the drawings (Note that the footings for these columns are included in the base bid). c. Pre-engineered fueling area canopy to be installed as indicated in LPG drawings. Minimum clearance under canopy lights to apron grade shall be 14-feet. d. Canopy shall be design to conservatively meet local snow, wind and seismic loading. e. Canopy roof shall be designed with gutters and downspout routed down the exterior of one or more canopy columns, and include weatherproof LED lighting as indicated on LPG drawings, meeting the following requirements: 1) Minimum average light level of 30 footcandle at ground level. 2) 4000K with minimum 80CRI. 3) 120VAC power. 4) Damp location or wet location rated. f. Canopy shall include a lightning arrestor and grounding system designed and installed by an Ohio Contractor licensed for this work. The grounding system shall be separate from equipment ground grid. g. Canopy and all structural steel shall be primed and finish painted white. Owner will advise of any lettering or signage required on canopy fascia. h. Canopy Alternate 3 shall require the deletion of the island mounted light pole and base, and of the two sign and ESD button support frames (North and South ends of island). i. Canopy to be designed, fabricated and erected by: 1) Austin Mohawk style CAN-3048-C or approved equal 2) Superior Canopy 3) TFC Canopy 4) Or approved equal. D. Alternate No. 4 - Upgrade to two (2) LPG Pumps 1. Base Bid Item: Single LPG pump. 2. Alternate Item: Supply and install two Blackmer continuous duty, high differential pressure model RC20 3.0 hp pumps or approved equal. a. All additional isolation valves (on inlet and outlet of each pumps), bypass valves, check valves, flexible connectors (on inlet and outlet of both pumps).+ Pumps shall be piped so they are redundant and can be fully isolated individually. b. Piping and electrical shall be configured to allow the removal of one pump from service and/or from the piping system while maintaining fueling operation on the other pump. c. All additional electrical motor control equipment and wiring/cable/conduit required to independently power and control two pumps. d. Each pump shall be controlled by a signal from one dispenser. E. Alternate No. 5 - Pavement Mill and Overlay 1. Base Bid Item: Remove existing parking striping. 2. Alternate Item: Pavement milling and overlay of existing asphalt area between service garage and vehicle storage structure. DBEs as subcontractors to meet the specified contract goal of 3.25%.
