Consultants are aware that this project will be subject to DC Water's Business Diversity Equity and Inclusion initiatives. The utilization goals for certified Disadvantaged Business Enterprises and Women Business Enterprises will be in effect as will mandatory requirements for a robust and active engagement with the certified firm community. Additionally, consultants will be expected to support DC Water's local hiring initiatives, specifically targeting jobs and training opportunities (to include apprenticeship) for residents in underserved communities. Compliance Goals: TBD Estimated Contract Duration: 3 Year Based Term with (Two 1 Year Option) Estimated Contract Value: $45 - 50 Million Dollars The Project Scope: The Contractor is responsible for comprehensive inspection and condition assessment services for water mains, gravity sewers, and force mains under DC Water's direction, in alignment with the defined Task Order and Contract Scope. Responsibilities include project management tasks such as preparing a Project Quality Plan, Task Work Plan, and detailed scheduling and cost documentation, while adhering to DC Water standards and quality controls. The Contractor must conduct risk management workshops, progress and milestone meetings, and provide monthly status reports and digital project documentation using Primavera Contract Manager. Fieldwork involves detailed planning, permitting, and coordination for asset access, safety compliance, and pre-inspection preparations, followed by executing inspections using a wide range of technologies for assessing asset integrity. Analysis includes structural evaluations and risk assessments, producing linked GIS-compatible reports formatted for integration with DC Water's asset management systems. Deliverables include Letters of Findings, Condition Assessment Reports, and Pipeline Renewal Alternatives Reports, along with data management tasks to support system modeling and operational planning. *The value for this project is based on a financial range.
