Renovation of a multi-residential development in Aloha, Oregon. Completed plans call for the renovation of a multi-residential development.
The HAWC Aloha Inn LLC ("Owner") and the Housing Authority of Washington County ("HAWC"), collectively issue this Request for Proposals ("RFP") and invite the submittal of written proposals (Proposals) from qualified Design-Build Teams ("Design-Builder") interested in providing services for the design, permitting, and renovation of a single structure, multi-family development, containing 54 residential units and community spaces. For this project, HAWC is utilizing a progressive design-build contracting approach. It is our goal that the contractor and design team will work together from the beginning of the project, providing integrated services to the client as the Design-Builder. This Permanent Supportive Housing development contains 54 studio apartments spread across two wings on three floors, with entry from an interior double loaded corridor. The building's residents are high needs and includes individuals and seniors. The initial renovations following the acquisition focused on converting hotel rooms into studio apartments, updating the space from R-1 to R-2 residency code, and improving the interior space to meet the needs of long-term residents and service providers. The proposed renovations in this RFP focus on the building envelope (roof, walls, windows), plumbing, HVAC systems, and accessibility. In addition, HAWC intends to seek additional funding to address the building's climate resilience by adding solar panels and battery storage thereby allowing the elevator and corridor lights to continue operation during blackouts. Contractor Selection Date:July 25, 2025 Question Submission Deadline:June 30, 2025, 5:00pm The County may reject any proposal not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all proposals upon a finding by the County it is in the public interest to do so. The Washington County Board of Commissioners reserves the right to reject any and all proposals and to waive any and all informalities in the best interest of the County. QA - 6/30/25: This is a Permanent Supportive Housing project; children and families are not a core demographic at this site.
