Proposers must complete and submit with their response the appropriate Cost Proposal & Qualification Forms included in the package of documents for this solicitation. Failure to do so, or to submit an incomplete proposal, will likely cause proposer to be deemed non-responsive and thus rejected. All proposers must clearly outline their ability, capacity, and associated cost to furnish payment and performance bonds covering the faithful performance of the subcontract and the payment for all obligations arising hereunder. All proposals shall be submitted as directed on the proposal forms. This project is a prevailing wage project in accordance with Oregon Revised Statutes 279C.800-870. All proposers must be registered with the Construction Contractors Board at the time of submission of their proposals and carry all licensing and bonding required for a public project in the State of Oregon. P&C reserves the right to: reject any and all proposals; reject any proposals not in compliance with the solicitation procedures and requirements; reject for good cause any proposal that would be in the public's best interest to do so; and waive minor irregularities in any or all proposal responses. There will be no public opening of the proposals received or announcement by P&C of selected firms until such a time after a selection has been made by the project team.
